RECOVERY Oregon Water System Reconstruction, Umatilla National Forest, Umatilla County, Oregon.
THIS PROJECT IS BEING FUNDED WITH AMERICAN RECOVERY AND REINVESTMENT ACT FUNDING OF 2009 (ARRA).
This purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation number AG-0489-S-10-0339 on or about March 19, 2010, for Oregon Water System Reconstruction on the Umatilla National Forest.
Project Description - Work for this project includes upgrades to small water systems at five locations throughout the Umatilla National Forest. These systems were built as long as 40 years ago and now have pressure, and sanitary deficiencies. Supply, storage, and distribution systems shall be modified or replaced entirely as needed to address these issues.
Work sites are the Fremont Work Center on the North Fork John Day Ranger District, the Umatilla Forks Campground and the Woodward Campground on the Walla Walla Ranger District, and the Ditch Creek Cabin and the Bull Prairie Campground on the Heppner Ranger Distriction. Work includes installation of three utility buildings, replacement of two 10,000 gallon, steel water storage tanks with new fiberglass plastic reinforced tanks, replacement/Installation of approximately 6360 of water line, Installation of approximately 850 of power line, installation of approximately 1535 of control line, installation of approximately 300 of telephone line, and installation of 14 hydrant assemblies.
The magnitude of construction for this acquisition is expected to be between $100,000 and $250,000.
The Government intends to award a negotiated firm fixed price contract.
PARTICIPATION. This project is 100% set aside for Historically Underutilized Business Zones (HUBZONE). The North American Classification System Code (NAICS) is 237110. The size standard is $33.5 Million. Contractors are required to be registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). Contractors are a required to be certified by the Small Business Administration, registered with the Central Contract Registration (CCR) and the Online Representations and Certifications Application (ORCA). The solicitation with specifications and Davis Bacon Contract Act wage rates will be posted to the FedBizOps website www.fbo.gov.
