DESCRIPTION OF BID ITEMS
SECTION 00301-Definition of Bid Items
PART 1 - GENERAL
1.1 SUMMARY
A. The basis for measurement and payment for all work performed under this contract shall be as listed in the “Bid Form.” Unless the work is specifically called out to be measured and paid for in the Bid Form, payment for such work shall be included in other applicable items of the Bid Form. There shall be no separate measurement and payment for any such work not specifically listed in the Bid Form.
B. The Contractor shall complete unit and total pricing for ALL items including Optional
Items. The Optional Item work shall be bid as mutually exclusive (stand alone) items.
The Contracting Officer and the government reserve the right to award individual
Optional Items.
C. The application of any pay item to more than one site will be marked by prefixes to differentiate between them on the Bid Form.
D. When more than one class, size, type, thickness, etc. is specified in the Bid Form for any pay item, suffixes will be added to the item number to differentiate between the pay items.
E. This item is intended to compensate the Contractor for operations including, but not limited to, those necessary for the movement of personnel, equipment, supplies, and incidentals to the project site; for payment of premiums for bonds and insurance for the project; and for any other work and operations which must be performed or costs that must be incurred incident to the initiation of meaningful work at the site and for which payment is not otherwise provided for under the contract.
F. Items listed in the Bid Form as lump sum shall be on a lump sum all required basis. No direct measurement will be made for lump sum bid items. Bid items calling for unit prices show estimated quantities of work to be performed. These quantities, although shown with as much accuracy as possible, are approximate only and are for bidding purposes only. Payment to the contractor shall be made on the quantity of work actually performed by the Contractor.
G. The summation of all bid items under the Bid Form shall equal all work required by the drawings and Specifications regardless of whether individual items of work are described under bid item descriptions or not. Payment shall be made at the contract unit bid or lump sum prices listed in the Bid. The prices listed therein shall be payment in full for all labor, tools, equipment, materials, etc., which are required to construct

respective bid items according to the Contract Documents, including all work and materials incidental thereto.
H. Payment for unit bid items and lump sum bid items only partially completed at the end of monthly pay periods shall be based on a percentage of work completed as determined by the Government. As example is the construction of pipelines where the unit bid price includes the excavation and backfill of the trenches, installation of pipe, trench compaction, flushing and testing, although the Contractor may have installed a certain length of pipeline, yet has not completed the testing and/or restoration work. The actual payment for that bid item will be reduced to reflect the actual amount of work completed.
I. Capping and abandoning of existing water lines and demolition of water fixtures not specifically called out in a pay item but shown on the drawings is incidental to the work and no separate pay item will be included for this work.
J. Providing valve keys shall be incidental to the work. Provide, at a minimum, two valve keys for each type/size of valve nut.
K. For pipelines, the following method will be used to determine partial payment for work not complete unless determined otherwise by the Government:

1.2 DETERMINATION OF QUANTITIES

A. The following measurements and calculations shall be used to determine contract quantities for payment.
1. For individual construction items, longitudinal and lateral measurements for area computations shall be made horizontally or corrected to horizontal measurement unless otherwise specified. Measurements for geotextiles, netting and erosion control blankets shall be along slope lines.
2. For excavation or embankment volumes, the average end area method shall be used to compute volumes. However, if in the judgment of the Contracting Officer
(CO), the average end area method is impractical, measurement shall be made by three-dimensional methods.
3. For Structures, they shall be measured according to neat lines shown on the drawings or as altered by the CO, in writing, to fit field conditions.
4. For items that are measured by the linear foot, such as pipe, and utilities, measurements shall be made parallel to the base or foundation upon which the structures are placed.
5. For standard manufactured items such as wire, and pipe, identified by gauge, weight, section dimensions, and so forth, such identifications shall be considered the nominal weights or dimensions. Unless controlled by tolerances in cited specifications, manufacturer's tolerances shall be accepted.
B. Earthwork Tolerances - Adjustments of horizontal or vertical alignment, within the tolerances specified in this contract, or shifts of balance points up to 100 feet shall be made by the contractor as necessary to produce the designed sections and to balance earthwork. Such adjustments shall not be considered as "Changes."
1.3 UNITS OF MEASUREMENT
A. Payment shall be by units defined and determined according to U.S. Standard measure and by the following:
1. Cubic Yard (CY): A measurement computed by one of the following methods:
a. Excavation, Embankment, or Borrow. The measurement computed by the average end area method from measurements made longitudinally along a centerline or reference line.
b. Material in Place or Stockpile. The measurement computed using the dimensions of the in-place material.
c. Material in the Delivery Vehicle. The measurement computed using measurements of material in the hauling vehicles at the point of delivery.
Vehicles shall be loaded to at least their water level capacity. Leveling of the loads may be required when vehicles arrive at the delivery point.

2. Each (EA): One complete unit, which may consist of one or more parts.
3. Gallons (GAL): The quantity shall be measured by any of the following methods:
a. Measured volume in container.
b. Metered volume by approved metering system.
c. Commercially package volume.
4. Hour (HR): Measurement will be for the actual number of hours (or fraction thereof) ordered by the Contracting Officer and performed by the contractor.
5. Linear Foot (LF): Measurement of work along its length from point-to-point;
parallel to the base or foundation. Do not measure overlaps.
6. Lump Sum (LS): One complete unit.
7. Square Foot (SF): Measured on a plane parallel to the surface being measured.
8. Square Yard (SY): Measured on a plane parallel to the surface being measured.
1.4 METHOD OF MEASUREMENT
A. One of the following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item:
1. ACTUAL QUANTITIES (AQ) - These quantities are determined from actual measurements of completed work.
2. DESIGNED QUANTITIES (DQ) - These quantities denote the final number or units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units shown in the Schedule of Items may be authorized under any of the following conditions:
a. As a result of changes in the work authorized by the CO.
b. As a result of the CO determining that errors exist in the original design, and cause a pay item quantity to change by 15 percent or more.
c. As a result of the Contractor submitting to the CO a written request showing evidence of errors in the original design that cause a pay item quantity to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.

3. LUMP SUM QUANTITIES (LSQ) - These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They shall not be measured.
4. STAKED QUANTITIES (SQ) - These quantities are determined from staked measurements prior to construction.
1.5 DEFINITION OF BID ITEMS
A. Base Items F-00301, U-00301, W-00301, D-00301, and B-00301 consist of separate
Mobilization/Demobilization for each site. They are as follows:
a. Base Item F-00301, Fremont Mobilization/Demobilization
b. Base Item U-00301, Umatilla Forks Mobilization/Demobilization
c. Base Item W-00301, Woodward Mobilization/Demobilization
d. Base Item D-00301, Ditch Creek Mobilization/Demobilization
e. Base Item B-00301, Bull Prairie Mobilization/Demobilization
B. Base Items F-22130-A, and B-22130-A consist of the tank replacements at Fremont and
Bull Prairie.
This work includes, but is not limited to, the following:
a. Excavation and demolition of the existing 10,000 gallon steel tanks.
b. Purchase and installation of a new fiberglass reinforced plastic tank at each site.
The Fremont tank shall have a 10,000 gallon volume, and the Bull Prairie tank shall have a 5,000 gallon volume.
c. Connection of the new tanks to the distribution systems including the pipe, fittings, control floats, control wiring, boxes, and special extended valve keys necessary for a functioning system.
d. Final leak and pressure testing.
e. Backfill, and final grading at the sites.
C. Base Item U-13341-A consists of the installation of a new utility building at Umatilla
Forks and modification to and abandonment of the existing distribution system so that a new faucet from the side of the utility building is the new, singular water service point.
This work involves, but is not limited to, the following:

a. Selective demolition of the existing well box with care taken to preserve the existing well head and triple cartridge filter system for modification and reinstallation.
b. Potholing to locate the two existing lines from the well box to the existing distribution system.
c. Abandonment of the existing distribution system including capping and filling of the line at 8 locations.
d. Installation of a 6.5’ X 10’ stick framed or prefabricated utility building.
e. Installation of a Forest Service provided 24 VDC submersible pump, and pump controller.
f. Installation of a Government furnished 123 Watt solar module, including an adjustable rail mount needed to orient the module properly on the south facing slope of the utility building roof, and 30’ output cable.
g. Installation of a Government furnished pump control unit. Contractor shall provide and install float switches and additional components necessary to achieve a fully automated control system.
h. Well head modifications, as needed.
i. Installation of a new 400 gallon high density polyethylene tank and the pipe and fittings needed to connect it to the new system.
j. Installation of a steel structural pedestal to support the new tank
k. A 4-inch thick concrete slab with steel reinforcement beneath the structural pedestal
l. Erosion and sediment control to isolate all work when within 150’ of the
Umatilla River.
1. Measurement and payment for the new Umatilla Forks utility building shall be on lump sum all required basis.
2. Payment shall be made at the unit price stated in the Bid for item U-13341-A.
D. Base Item W-13341-A includes the installation of a new utility building at Woodward
Campground, replacement of portions of the existing distribution system and installation of new power and water distribution lines.
This work involves, though it is not limited to, the following:

a. A new power service drop including approximately 800’ of trenching, and riser installation. The contractor shall coordinate with the Umatilla Electric
Co-op. who will be responsible for laying the conduit. The 48” culvert through which Looking Glass Creek runs shall be crossed and either the power line trench dug to a 4’ depth and the conduit left as is, or the trench dug to a 36” depth and the conduit encased in concrete. Communication shall be established with the Langdon Lake Homeowner’s Association to minimize the impact of service outages on the community with whom the junction box is shared.
b. Installation of new distribution line “Q,” approximately 200’ of 1½,” PVC pipe. This line shall be placed in the new power line trench.
c. Installation of a 6.5’ X 10’ stick framed or prefabricated utility building and the interior plumbing needed to connect it to supply and distribution lines.
d. Installation of a new hydro pneumatic system consisting of three 119 gallon pressure tanks and the pipe and fittings needed to connect them to utility building interior plumbing.
e. Installation of a new 6.5 KW centrifugal booster pump and the fittings and pipe necessary in order to tie it into the interior plumbing of the utility building.
f. Installation of a pump control system.
g. Replacement of existing supply line “H,” approximately 330’ of 3,” PVC pipe including one air release valve, and one in-line valve.
h. Installation of a chemical injection assembly just below the spring box.
i. Installation of new supply line “R,” approximately 90’ of 2,” PVC pipe.
j. Installation of approximately 145’ of 1-1/2” PVC line “M” including one air release valve, and one in-line valve.
k. Installation of new distribution line “O,” approximately 125’ of 1½,” PVC pipe including one in-line valve.
l. Abandonment of three existing hydrants and the capping and filling of the existing lines at those locations. Faucets shall be salvaged and delivered to the Government.
m. Installation of three new post-hydrant assemblies with ¾” self-closing faucets and fountains.
n. Clearing and grubbing to make way for water and power lines.

o. Trenching for water and power lines through marshy areas of variable slopes.
p. Road repair where trenches bisect roads.
E. Base Item D-13341-A involves a new utility building, and distribution system at Ditch
Creek Cabin.
This work includes, but is not limited to the following:
a. Abandonment of the existing system including capping and filling of the existing line at three locations, and salvage of the existing water storage tank. The tank shall be delivered to the cabin.
b. Installation of a 6.5’ X 10’ stick framed or prefabricated utility building.
c. Installation of a new hydro pneumatic system consisting of one 119 gallon pressure tank and the pipe and fittings needed to connect it to utility building interior plumbing.
d. Modification of the existing well head just outside the new utility building to accommodate the new system. Installation of a wellhead cover.
e. Placement of a new 5 gpm, 200/240 volt submersible pump. A 5SQE10C-
450, as manufactured by Grundfos Pumps Corporation, or an approved equal, is acceptable.
f. Provision and installation of a new pump control system including a
“hands/off/auto” switch, variable time delay, and all components necessary for a fully automated system.
g. Installation of a new 500 gallon propane tank and concrete pad at least 25’ from the new utility building.
h. Installation of a new 6.5 HP generator in the utility building, and generator control unit. This generator and unit shall be furnished by the Government, though the Contractor shall provide any components needed to achieve a fully automated generator control system.
i. Installation of a structural pedestal underneath the new generator to support it according to the manufacturer’s specifications.
j. Installation of a new gas line from the new propane tank the utility building.
k. Installation of new water main line, approximately 430’ of 1,” PVC pipe, including one air release valve, and a system drain assembly at the low point in the system.

l. Installation of one new frost-free, self-closing hydrant and approximately
30’ of 1” line necessary to connect the hydrant to the main line.
m. Installation of approximately 25’ of new, ¾” service line and a service connection to the cabin and drain assembly.
n. Clearing and grubbing to make way for water and gas lines.
o. Trenching for water and gas lines.
p. Road repair where trenches bisect roads.
F. Base Item 01770 includes project closeout for all five sites collectively.
G. Option Item F-22110-B involves the replacement of approx 280’ of water line.
This work includes, but is not limited to, the following:
a. Replacement of existing distribution line “H” with approximately 140’ of 2,”
PVC pipe including two in-line valves.
b. Replacement of existing service line “I” with approximately 90’ of 2,” PVC pipe. This includes one service connection to building 1088, a drain line assembly, and a 2” air release valve.
c. Replacement of one existing hydrant with a new fire hydrant assembly.
d. Existing lines “H,” and “I,” are to be capped and filled at three locations collectively.
e. Trenching for water lines.
f. Area rehabilitation.
H. Option Item F-22110-C involves the replacement and installation of approximately 315’ of water line.
This work includes, but is not limited to, the following:
g. Installation of new distribution line “K,” approximately 235’ of 2,” PVC pipe including one air release valve.
h. Installation of new distribution line “L,” approximately 40’ of 2,” PVC pipe.
i. Replacement of existing service line “M” with approximately 40’ of 1,” PVC pipe including two service connections to buildings 1089 and 1108, and two drain line assemblies.

j. Capping and filling of existing lines “M” and “J” in three locations collectively.
k. Trenching for water lines.
l. Area rehabilitation.
I. Option Item F-31225-D includes, but is not limited to the in-sloping of approximately
200’ of Forest Road 1000-700 to create a ditch. The objective is to prevent runoff from flowing over the road and into the buildings 1089 and 1108 as it currently does. The trench dug for water line “K” in Bid Item F-22110-C shall be utilized in part as the location of the new ditch. Four inches of surface aggregate shall be placed on the road.
Care shall be taken to implement sediment and erosion control measures when work is within 150’ of Congo Gulch creek.
J. Option Item F-22110-E includes the replacement of approximately 110’ of water line.
This work includes, but is not limited to, the following:
a. Replacement of existing lines “P,” and “Q” with approximately 90’
(collectively) of 1,” PVC pipe including one system drain assembly.
b. Placement of approximately 15’ of new control and telephone lines utilizing the system drain trench as the location, in part.
c. Replacement of approximately 20’ of service line and connections to building
1091, and the powerhouse with 1,” PVC pipe including two drain line assemblies.
d. Replacement of one existing hydrant with a new 1½,” Fire hydrant.
e. Abandonment capping, and filling of existing lines at two locations.
f. Trenching for utilities.
g. Road repair where trenches bisect roads.
h. Area rehabilitation.
K. Option Item F-22110-F includes the replacement/installation of 60’ of water line.
This work includes, but is not limited to, the following:
a. Replacement of existing supply line “OS” with approximately 30’ of 1,” PVC pipe including pipe and fittings needed to connect with the existing well head.

b. Installation of approximately 30’ of new distribution line “N.” 2” PVC shall be used including the fittings necessary to connect with the adjacent distribution system.
c. Abandonment capping, and filling of existing lines at two locations.
d. Placement of approximately 30’ of new control and telephone lines in the water line trench.
e. Trenching for utilities.
f. Sediment and erosion control measures when work is within 150’ of Congo
Gulch creek.
g. Area rehabilitation.
L. Option Item F-22110-G includes the replacement of 900’ of waterline.
This work includes, but is not limited to, the following:
a. Replacement of existing supply line “RS” with approximately 450’ of 1,”
PVC pipe including pipe and fittings needed to connect with adjacent supply lines.
b. Replacement of existing distribution line “S” with approximately 450’ of 2,”
PVC pipe including pipe and fittings needed to connect with adjacent distribution lines, and one in-line valve.
c. Replacement of one existing hydrant with a new 1½,” fire hydrant.
d. Placement of approximately 255’ of new telephone line in the water line trench from where it intersects line “Q” to where it intersects line “OS.”
e. Placement of approximately 450’ of new control line in the water line trench..
f. Abandonment capping, and filling of existing lines at two locations.
g. Trenching for utilities.
h. Sediment and erosion control measures when work is within 150’ of Congo
Gulch creek.
i. Area rehabilitation.
M. Option Item F-22110-H includes the replacement of approximately 2080’ of water line.
This work includes, but is not limited to, the following:

a. Replacement of existing supply line “TS” with approximately 1040’ of 1,”
PVC pipe including pipe and fittings needed to connect with adjacent supply lines.
b. Replacement of existing distribution line “U” with approximately 1040’ of 2,”
PVC pipe including pipe and fittings needed to connect with adjacent distribution lines, and one in-line valve.
c. Placement of approximately 1040’ of new control lines in the water line trench.
d. Abandonment capping, and filling of existing lines at two locations.
e. Trenching for utilities.
f. Area rehabilitation.
N. Option Item F-26050-I involves modification to the existing pump house. This includes, but is not limited to, provision and installation of a new control panel and components needed to tie it into the control system, new GFCI, and new strip heater.
O. Option Item U-31210-B involves site work to create a vehicle turnout and approach to the water faucet on the new utility building. Two timber barriers shall be placed between the turnout and the utility building on either side of a compacted aggregate pathway which shall be laid from the turnout to the faucet splash pad.
P. Option Item W-22110-B includes the installation of a new pull box at the host campsite
#15. This work includes, though it is not limited to, the following:
a. Installation of approx. 50’ of new power line from the utility building to a new RV power center pedestal.
b. Installation of approx. 50’ of water line in the power trench.
c. Installation of a new hydrant with a special hose bib connection.
d. Installation of one drain assembly.
Q. Option Item W-22110-C includes the replacement of approximately 815’ of water line.
This work includes, but is not limited to, the following:
a. Replacement of existing distribution line “I” with approximately 130’ of 3/4,”
PVC including pipe and fittings needed to connect with adjacent lines, one in-line valve, and one drain line assembly.
b. Replacement of existing distribution line “I” with approximately 280’ of 3,”
PVC including pipe and fittings needed to connect with adjacent lines, two in-line valves, and an air release valve.

c. Replacement of existing distribution line “J” with approximately 260’ of 3,”
PVC including pipe and fittings needed to connect with adjacent lines, one in-line valves, and one air release valve.
d. Replacement of existing distribution line “M” with approximately 145’ of
1½,” PVC including pipe and fittings needed to connect with adjacent lines, one in-line valves, and one air release valve.
e. Installation of four existing hydrants including post hydrants with 1½,“ self-closing faucets and fountains.
f. Abandonment, capping, and filling of existing lines at four locations.
g. Trenching for utilities, and repair where trenches bisect roads.
h. Area rehabilitation.
R. Option Item W-22110-D includes the replacement/installation of approximately 1065’ of water line.
This work includes, but is not limited to, the following:
a. Installation of new distribution line “P” with approximately 155’ of 3,” PVC including pipe and fittings needed to connect with adjacent lines, and one air release valve.
b. Replacement of existing distribution line “K” with approximately 505’ of

S. Option Item B-31210-B involves modification to the existing pump house. As is, the pump house over heats, limiting the duration over which the generator is able to

1. Measurement for payment for mobilization/demobilization shall be done separately for the five sites and shall be on a lump sum all required basis for each.
a. When 5 percent or more of the original contract amounts allotted to one of the five sites is earned from other pay items,
b. 50 percent of the amount, or 5 percent of the original contract amount for that particular site, whichever is less, will be paid.
c. When 10 percent or more of the original contract amount allotted to one of the five sites is earned from other pay items, 75 percent of the amount for mobilization, or 10 percent of the original contract amount allotted to that particular site, whichever is less, will be paid.
d. Upon Completion of all work at any one of the five sites, any unpaid amount for mobilization associated with that site will be paid. The total of all payments shall not exceed the original contract amounts for these items.

PART 5 - GENERAL
5.1 SUMMARY
A. Work for this project includes upgrades to small water systems at five locations throughout the Umatilla National Forest. These systems were built as long as 40 years ago and now have pressure, and sanitary deficiencies. Supply, storage, and distribution systems shall be modified or replaced entirely as needed to address these issues.
This work involves, but is not limited to the following:
1. Installation of three utility buildings which will house a triple pressure tank system, a single pressure tank system, and a gravity fed system.
2. Replacement of two 10,000 gallon, steel water storage tanks with new fiberglass plastic reinforced tanks.
3. Replacement/Installation of approximately 6310’ of water line.
4. Installation of approximately 800’ of power line.
5. Installation of approximately 1535’ of control line.
6. Installation of approximately 300’ of telephone line.
7. Installation of 13 hydrants.
5.2 LOCATION
A. The five project sites are located as follows:
1. Fremont Work Center: North Fork John Day Ranger District of the Umatilla
National Forest, Grant County, Oregon State, in Section 14, T. 9 S., R. 34 E. The
Fremont Work Center is located approximately 56 miles SE of Ukiah, OR. The project may be accessed by traveling south from Ukiah on the Ukiah Granite Road
(Forest Road 52) for approximately 40 miles. Continue toward Granite on Forest
Road 73 for approximately 9 miles to the junction with Grant County Road 24.
Turn right onto Grant CO Road 24 and continue for approximately 3.4 mi. to the junction of Forest Road 10. Travel approximately 1 mile on Forest Road 10 to reach the Fremont Work Center, or continue on Forest Road 10 for approximately
0.25 mile and take the first access road on the right to reach the water tank.

2. Umatilla Forks Campground: Walla Walla Ranger District of the Umatilla
National Forest, Union County, Oregon State, in Section 22, T. 3 N., R. 37 E.
Umatilla Forks Campground is located approximately 38 miles E. of Pendleton, OR. The project may be accessed by traveling east from Pendleton on I-84 for 6 miles. Take exit 216, turn left (north), go 2 miles to Mission, turn right at four-way stop, go 1.5 miles, turn left onto Cayuse Rd. at the Bar M sign. Continue to follow
Bar M Ranch signs. At the Bar M Ranch, continue ahead approximately 5 miles to
Umatilla Forks Campground. Turn right on Forest Road 3200035 into the campground and then left to locate the fiberglass well box.
3. Woodward Campground: Walla Walla Ranger District of the Umatilla National
Forest, Umatilla County, Oregon State, in Section 32, T. 4 N., R. 38 E. Woodward
Campground is located approximately 42 miles E. of Pendleton, OR. The project may be accessed from Pendleton by taking Highway 11 approximately 15 miles to the junction with Highway 204 north of Athena, OR. Head east for approximately
20 miles on Hwy 204; Woodward Campground is to the right on Forest Road
3700020 off Hwy 204 at MP 20.
4. Ditch Creek Cabin: Heppner Ranger District of the Umatilla National Forest, Morrow County, Oregon, in Section 21, T. 5 S., R. 28 E. Ditch Creek Cabin is located approximately 77 miles south east of Pendleton, OR. From Pendleton, travel 50 miles south on Hwy 395 to the junction of Hwy 244 and Forest Road 53.
Turn right onto Forest Road 53, travel approximately 23 miles, and turn left onto
Forest Road 21. Follow Forest Road 21 for approximately 3.5 miles and turn right onto Forest Road 2100-050. After 0.1 mile take a right onto Forest Road 2100051 and another immediate right to find Ditch Creek Cabin.
5. Bull Prairie Campground: Heppner Ranger District of the Umatilla National
Forest, Grant County, Oregon, in Section 7, T. 7 S., R. 25 E. Bull Prairie
Campground is located approximately 41.5 miles South of Heppner, Oregon. The project may be accessed from Pendleton, OR. Take I-84 26 miles west to Butter
Creek Junction (I-84 exit 182). Exit onto Hwy 207 and follow it to Heppner, OR, approximately 50 miles. Follow Hwy 207 (also Hwy 206) approximately 10 miles.
Stay left on Hwy 207 (to Spray) and proceed south for approximately 28 miles.
Turn left onto Forest Road 2039 and proceed 2.3 miles to Bull Prairie Campground.
After approximately 0.3 mile, turn left onto Forest Road 2039360 to the junction of
Forest Road 2039350. Travel 300 feet on Forest Road 2039350 to locate the water storage tank across the clearing to the left.
5.3 GENERAL SITE CONDITIONS AND WEATHER
A. The elevation of the sites range from approximately 2700-5200 feet above mean sea level. The construction sites may experience heavy snowfall and cold temperatures, with snow on the ground typically from mid-September through June.

B. In-depth soil surveys have not been performed; however, rocks at the ground surface are evident throughout the area. The Contractor should expect to encounter such rock during excavation and grubbing operations. Blasting of rocks will not be permitted without special permission.
C. In-depth water table surveys have not been performed; however, if water is encountered during excavation, the Contractor shall perform adequate dewatering to keep the excavation free from water and dispose of the water without damage to property.
5.4 USE OF PREMISES
A. General: Contractor shall have full use of premises for construction operations, including use of Project site, during construction period. Contractor's use of premises is limited only by the Government's right to perform work or to retain other contractors on portions of Project.
B. Contractor shall conduct operations to ensure the least inconvenience to the public and employees. Road closures may be permitted, when requested in advance, subject to written approval of the Contracting Officer (CO).
C. Confine storage of materials to areas as approved by the CO.
D. Contractor shall provide adequate signing and barricades and take necessary safety measures to protect the public during all construction operations. Contractor shall minimize disturbance of all undisturbed areas.
E. Preservation of Natural Features: Confines all operations to work limits of the project.
Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, not previously approved for removal by the CO, at no additional expense to the Government.
1. Provide temporary barriers to protect existing trees and plants and root zones.
2. Do not remove, injure, or destroy trees or other plants without prior approval.
Consult with CO and remove agreed-on roots and branches that interfere with construction.
3. Do not fasten ropes, cables, or guys to existing trees.
4. Carefully supervise excavating, grading, filling, and other construction operations near trees to prevent damage.
F. Existing Utilities: Call 811 for locates on utilities before beginning construction.
Notify CO and utility companies of proposed locations and times for excavation.
1. Contractor shall be responsible for locating and preventing damage to existing utilities. If damage occurs, repair utility at no additional expense to the
Government.

2. Interruption of Existing Utility Service: Notify CO 72 hours in advance of any interruption of utilities. Submit construction schedule to CO no less than 30 days before beginning of any construction. Interruptions may not occur on weekends or for periods of 5 days of more unless approved by the CO.
3. Water may be available at the sites for construction purposes depending on the
Contractor’s sequence of work and interruption. Power is available at Fremont.
The Contractor is responsible for coordinating the installation of temporary power for Umatilla Forks, Bull Prairie, and Ditch Creek should it be required for construction purposes. Temporary Power will be at the contractor’s expense. It is the Contractor’s responsibility to coordinate power line service connection at
Woodward with Umatilla Electric Co-op. in order to make it available for construction purposes.
4. Toilet facilities may be available, however, while the sites are closed to the public the Contractor may need to provide temporary toilet facilities.
5.5 MEALS AND LODGING
A. Meals and lodging will not be available at Forest Service facilities.
5.6 CAMPING
A. Subject to permit, National Forest Service lands may be used by the Contractor for camping purposes.
5.7 CONSTRUCTION SEQUENCE
A. There is no specified construction sequence or season for this project.
B. Depending on conditions, normal fire restrictions may apply to activities associated with this project.
C. The Contractor may have an option to develop water and/or power utilities in the early stages of construction so they may be used for the remainder of the construction project.
5.8 FIELD VERIFICATION
A. Field verify all new and existing dimensions affecting the work of this contract before ordering products.

5.9 PERMITS
A. Special permits for electrical work or any other permits required by County, State, or

SECTION 01025 - CONSTRUCTION STAKING
1.1 SUMMARY
A. This work shall consist of the construction staking of roads, buildings, and utilities in accordance with the drawings and specifications. The work includes the furnishing of all labor, equipment, instruments, materials, transportation and other incidentals necessary to complete the construction staking in accordance with these specifications and acceptable engineering practice.
1.2 MEASUREMENT AND PAYMENT
A. This work is incidental to appropriate line items which may be referenced in the schedule of items.

PART 3 - EXECUTION
3.1 GENERAL
A. The Contractor shall be required to provide all necessary staking and control for all phases of construction. The contractor shall use the data and information shown on the project drawings to establish the location of all facilities to be constructed under this contract. The Contractor may choose any method of establishing horizontal and vertical controls provided that standard precision and accuracy requirements are met.
3.2 ESTABLISING AND REFERENCING IMPROVEMENT LOCATIONS
A. Waterline, & other Utilities
1. Waterline, & other Utilities shall be staked at the locations shown on the drawings with the specified minimum burial depth. Waterline elevations shall be accurately staked to provide for drainage as indicated on the drawings. Grade stakes shall be established by the contractor as necessary to provide the control for the construction work.

CONSTRUCTION STAKING
B. Buildings
1. Slope stakes and slope stake references shall be established at each corner and as necessary to provide adequate construction control.
3.3 DISCREPANCIES
A. The contractor shall compare the staked centerline horizontal and vertical alignment with the design data. Differences between previously recorded and observed elevations of bench marks shall be referred to the Contracting Officer. Differences in centerline profile elevations exceeding 1 foot at any two or more consecutive points shall be reported to the contracting Officer for evaluation and possible revision. Staking of these areas shall be deferred until the Contacting Officer resolves these differences.
3.4 VERTICAL CONTROL
A. Vertical control for construction shall be as referenced on the Drawings.

PART 4 - GENERAL
4.1 SUMMARY
A. This Section includes administrative and procedural requirements for submitting Shop
Drawings, Product Data, Samples, and other miscellaneous submittals. See Table
01330-1 for a summary of required submittals.
4.2 SUBMITTAL PROCEDURES
A. Coordination: Coordinate preparation and processing of submittals with performance of construction activities.
1. Coordinate transmittal of different types of submittals for related parts of the
Work so processing will not be delayed because of need to review submittals concurrently for coordination.
a. The Contracting Officer (CO) reserves the right to withhold action on a submittal requiring coordination with other submittals until related submittals are received.
B. Processing Time: Allow enough time for submittal review, including time for re-submittals, as follows. Time for review shall commence on CO's receipt of submittal.
1. Initial Review: Allow 14 days for initial review of each submittal. Allow additional time if processing must be delayed to permit coordination with subsequent submittals. CO will advise Contractor when a submittal being processed must be delayed for coordination.
2. If intermediate submittal is necessary, process it in same manner as initial submittal.
3. Allow 14 days for processing each re-submittal.
4. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing.
C. Identification: Place a permanent label or title block on each submittal for identification.
1. Indicate name of firm or entity that prepared each submittal on label or title block.
2. Provide a space on label or beside title block to record Contractor's review and approval markings and action taken by CO.
