The Department of Veterans Affairs Great Lakes Acquisition Center (GLAC) in North Chicago Il intends to negotiate a sole source contract with LEICA MICROSYSTEMS INC. to provide Service and installation Leica Microscopes equipment for the Hines VA Hospital 5000 South 5th Avenue Research 151 Hines, IL 60141-3030
This contract will be for a Base Plus 4-year firm fixed price contract. This procurement is being conducted in accordance with FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy the agency requirements. The contract will be firm fixed price and the NAICS code is 811219
This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products, services and capabilities as well as references from other customers who are using these products and services provide service for Maintenance for Leica TCS SPE Laser Scanning Confocal Microscope equipment for the Hines VA Federal Health Care Center to the contracting officer NLT 11:00AM CST, 15 June 2020. Supporting evidence must be submitted in sufficient detail to demonstrate the ability to comply with the above requirements and attached Statement of Work, to include access to OEM parts for repairs. Contract Title.
Purchase and installation of Leica SR GSD 3D Microscope and Leica TCS SPE Laser Scanning Confocal Microscope
Background.
The Leica TCS SPE Laser Scanning Confocal Microscope is available to Hines research investigators as part of a common resource imaging facility. The Leica TCS SPE confocal microscope provides an essential and extensively used three-dimensional imaging technique necessary for obtaining images of tissues and cells. These types of imaging capabilities for biomedical research had not previously been available at Hines.
Scope.
The contractor will supply a service contract for one Leica TCS SPE Laser Scanning Confocal Microscope with all the necessary items as detailed in the price quotation.
Specific Tasks.
Task 1 Acquisition of a maintenance contract for one Leica TCS SPE Laser Scanning Confocal Microscope as described in the price quotation from W. Nuhsbaum, Inc. (Leica Representative). The microscope is located in Room C423, Building 1, Hines VA Hospital.
Task 2 The annual maintenance contract shall include the following.
One annual on-site planned maintenance visit to ensure the system is performing to factory specifications.
Unlimited access to the expert Applications and Technology Support Center (Monday through Friday 8 am to 5 pm.
Software updates.
10% discount on non-contract related services.
Performance Monitoring
The COR will be on site to verify scheduled maintenance as described in the contract.
Security Requirements
The contractor will not have access to patient records, data or VA computer systems. When the individual from Nuhsbaum provides service on-site, that contractor will be escorted by a Hines VA research staff member at all times.
The C&A requirements do not apply, and a Security Accreditation Package is not required per Item #6 on the Appendix A, 6500.6. Additionally, the system will be encrypted, password protected, and will not be connected to the Hines VA computer network, per Item #7 on the Appendix A, 6500.6.

Period of Performance.
The contractor shall deliver annual periodic maintenance for the Leica TCS SPE Laser Scanning Confocal Microscope. The period of performance shall include a Base Year and Four Option Years as follows.
