Added: Jun 23, 2016 2:05 pm PRE-SOLICITATION NOTICE FOR THE CONSTRUCTION PROJECT AT QUANTICO NATIONAL CEMTERY LOCATED IN TRIANGLE, VIRGINIA WITHIN PRINCE WILLIAM COUNTY.



The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA786A-16-B-0039 for the following:



The contractor shall provide all professional services, labor, supervision, materials, administration necessary for the construction and performance of all work in accordance with the solicitation plans, specifications, drawings, required permits, terms and conditions at Quantico National Cemetery.



Work includes the demolition of two existing boilers, fuel tank, air handler, condenser, hot water coils, hot water piping, ductwork and associated controls. The contractor shall provide and install a new HVAC system, upgrade electrical system, and all related work as shown in the contract documents. Base bid shall include the removal of the fuel tank including any fuel stored in the tank at the time of removal and refrigerant associated with the existing heating and cooling system. Work shall be in accordance with EPA, state and local requirements and any hazardous or regulated materials shall be disposed of in a safe and legal manner. Refrigerant shall be captured and disposed of in accordance with Section 608 of the Clean Air Act of 1990as amended.



The contractor shall provide a unit price per gallon for the removal of fuel oil from the fuel tank. The contractor will be paid based on the volume of fuel in the tank at the time of removal times the unit price. Unit price will include all costs and credits for the removal of the fuel.

COST MAGNITUDE: Between $250,000 to $500,000.



THE AWARD OF THIS FUTURE CONTRACT IS SUBJECT TO THE AVAILABILITY OF FUNDS. Questions concerning the solicitation shall be sent to the lenora.stephens@va.gov entitled, "Questions - Quantico Parking Lot." The cut-off date and time for questions shall be May 6, 2016.



CONTRACT DURATION: Performance period is approximately 120 calendar days from date of receipt of the Notice to Proceed.



NAICS CODE: 236220 SIZE STANDARD: $36.5 Million



METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET ASIDE. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 14 to a responsible service disabled veteran owned small business responding to this solicitation. Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive.
