Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.
This solicitation is a request for quotations (RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02.
The associated North American Industrial Classification System (NAICS) code for this procurement is 339112, with a small business size standard of 1000 employees.

Quotation(s) shall be determined equal if the following salient characteristics are met:
The ophthalmic surgical microscope must have IOL guidance and intraoperative OCT capabilities with high quality multidirectional illumination device, comparable to the CoAx4, as the eye must be properly lit for safe and quality procedures. A footswitch is needed to adjust any other illumination needs for different pupil sizes during the procedure as the surgeon s hands must be free to operate. A 3D capability on screen is crucial for accurate surgical procedures as depth is a constant consideration during cutting. We also will need programmable settings for anterior and posterior procedures, allowing for fast transition between phases of surgeries; additionally, Quick Tilt technology is needed to automatically tilt the optics carrier of the microscope for placement of MIGS during glaucoma surgeries by a use of a foot control. A contact-free wide-angle observation capability must be included for use during vitreous surgery that does not physically contact the cornea. The microscope should be covered in anti-microbial paint to reduce the chances or surface area for unwanted microbes to grow. An integrated HD/3D camera is a must and should have independent controls for customization. The microscope should also be one that is capable of upgrades in the future, so that the life of the equipment is maximized. The scope s IOL Guidance software should be of open architecture as to automatically accept data from multiple pre-operative measurement devices. The OCT should have the ability to capture scans in a high sampling density of 1000 B-Scans per volume and can review them PRIOR to saving to the computer. The OCT data should not be manipulated prior to display as to not average out important small pathology.
Delivery shall be provided no later than 120 days after receipt of order/award of contract FOB destination. The contractor shall deliver line item to Department of Veterans Affairs, John D. Dingell VA Medical Center, 4646 John R Street, Detroit MI 48201.

This is an open-market combined synopsis/solicitation for products as defined herein.  The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

"The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"
