Added: Nov 29, 2012 10:17 am The Department of Homeland Security, Office of Procurement Operations (OPO), Federal Protective Service Acquisition Division intends to make multiple awards under an unrestricted competition as a result of this solicitation covering unexpected and unanticipated protective security officer services (e.g. new sites without existing protective security officers, special events or to fulfill other contingencies, etc.) in Maryland, Washington, DC, and Virginia over the next three years. Under this contract vehicle, protective security officer services, conforming to all requirements of the resultant solicitation, will typically be required in 10 days or less - sometimes as little as several hours. Sites may require top secret or secret security clearances depending on the requirements at the task order level. All offerors will be required to have a Top Secret facility clearance at the time of proposal submission. It is the Government's intention to issue up to three (3) labor hour, indefinite quantity, indefinite delivery type contracts during which separate task orders for projects will be placed in accordance with FAR 16.505 as requirements, if any, develop. Contractors are required to quote on every task order issued under this contract vehicle and to be able to fully staff all requirements. Each contract will consist of a one year base ordering period and two, one year optional ordering periods.

As an integral component of the FPS security effort, the contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish protective security officer services at these locations.

This requirement is being solicited as a commercial service acquisition in accordance with FAR Part 12. The NAICS code is 561612, Security Guard and Patrol Services. The size standard is $18.5 million.

The RFP shall require the submission of a technical proposal as well as a price proposal. It is anticipated that the solicitation, RFP # HSHQEC-13-R-00005, will be released to the Federal Business Opportunities website on or about December 10, 2012. A pre-proposal conference will be conducted on or about December 19, 2012, but will be confirmed after issuance of the solicitation. It is the contractor's responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. All contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov) prior to their submittal of a proposal.
