B. The following questions and answers are provided for informational purposes only.

Question #1: We have a secret facility clearance and would like to bid on the above RFP Solicitation.

We understand if a company applies for an upgrade it will take approximately 30 days.

Will we be able to bid on this RFP Solicitation?

Answer: No. Please see Amendment 0002, Paragraph B.

Question #2: Are the services indicated within this RFP currently being performed supporting locations within MD, DC and VA or is this RFP in expectation of anticipated future emergency services?

Answer: No. This RFP is for unknown requirements (e.g. unexpected and unanticipated requirements such as a new site) that may arise within the next 3 years although this contract vehicle could be used for existing sites (such as terminations or other contingencies). Eventually, task orders for sites would be consolidated with other sites on recompetes of existing contracts.

Question #3: If the services are presently being performed, how many emergency support hours were performed in 2011 as they correspond to each state individually?

Answer: See Answer to Question #2 above.

Question #4: There is a requirement for SPOs to support the DC sites. Are these not federal facilities?

Answer: DC commissioned special police officers may be required under this RFP at federal facilities. For example, sometimes federal facilities within DC request a perimeter security officer; however, because of DC laws in relation to semi-automatic weapons, this can not be accomplished without utilizing a DC SPO.

Question #5: Will a permanent Project Manager be required in support of this contract?

Answer: The solicitation is clear on its face. Please see Section 11 of the SOW.

Question #6: If a Project Manager is being required in support of this contract as a permanently assigned key person, are there any other key personnel being required?

Answer: See Answer to Question #5 above.

Question #7: Is the contractor required to have a central office of operation located within each state?

Answer: No.

Question #8: How many hours of the total projected hours are anticipated for posts/locations requiring a Top Secret clearance?

Answer: Since this is an RFP for unexpected and unanticipated protective security officer services, this information is not known. Historically, some sites have required security officers with this level of clearance. Please note that sites may require officers be cleared to the Top Secret/SCI level.

Question #9: There is a wage requirement for listed officers however there is no wage requirement explicitly stated for supervisors. Please identify what, if any, wage requirement is in effect for supervision.

Answer: The solicitation is clear on its face. See Sub-Section C-2, Paragraph 04.A.1.

Question #10: Are vehicles required in support of the services required and, if so, does FPS provide the vehicles?

Answer: If requirements for vehicles arise, they will be outlined within the request for quotes that are issued for individual task orders. The Government would not be responsible for providing the vehicles. See SOW Section 14.3.

Question #11: Reference Page 18, Sub-section C-2: According to paragraph 07. Contract Transition and

Phase-in: “Statement of Work, Section 2 includes a general statement that the Government will consider no less than a minimum of 12 hours and no more than 10 days maximum for start-up, from contract award to start date.” However, the referenced section in the SOW mentions the standard 90 to 180 days transition period language.

Answer: Please see Amendment 0002, Paragraph H.

Question #12: Reference Page 51 Sub-section E-2, Relevant Past Performance, paragraph C states

“Offerors are to provide past performance information for each contract reference cited.

If a Contract Performance Assessment Report for the most recently completed performance period is resident in the Past Performance Information Retrieval System (PPIRS), indicate this by checking the appropriate box in Block #14 of Attachment #3 – Past Project Form 1.” If a bidder using a contract as one of its three efforts for which the most recently completed CPAR was back in, let’s say, March or April of 2012 will it be considered relevant in terms of “recency” of performance, i.e., if the CPAR record for the most recently completed period of performance is over 6 months old, would it be still considered relevant? If not, would the government prefer, in such situations, for a PPQ to be submitted instead?

Answer: If a contractor affirms on Attachment III, Past Project Form, that a “finalized” Contractor

Performance Assessment Report IS resident in PPIRS for its contract for the most recently completed performance period, a past performance questionnaire is not required to be submitted for this reference. At their discretion, contractors may supplement their finalized CPAR as described above, by having a past performance questionnaire submitted in response to this RFP.

Question #13: What posts are self-relieving, if any?

Answer: See Sub-Section C-2, Paragraph 04.A.1. Supervisory posts are self-relieving.

Question #14: The RFP requires radios be provided (1 per post); however, there are no posts identified.

What assumptions should the offerors make to price the required radios?

Answer: Historically, posts requirements have ranged from 1 post to 20+ posts with most task orders being 1-2 posts. Please use your business acumen in pricing this requirement out.

Question #15: Can you provide a copy of the Power Point presentation from the pre-proposal conference as well as the attendees list?

Answer: This information will not be provided. The presentation covered everything that was in the RFP.

Question #16: Reference CC of Amendment 0002; CC makes reference to Exhibit 1of the RFP. There is not a document titled “Exhibit 1” in the original RFP.

Answer: While there is not an actual post exhibit yet since requirements are unknown, the statement associated with Paragraph CC of Amendment 0002 will apply to all task order post exhibits issued under the resulting task orders.

Question #17: Reference DD of Amendment 0002; how are the costs to be determined for PIV cards when the Government has not provided Post IDs?

Answer: Historically, posts requirements have ranged from 1 post to 20+ posts with most task orders being 1-2 posts. The Government does not cover these costs and contractors are to use their business acumen in pricing this requirement out.

Question #18: Is there a roll call or guardmount requirement prior to the assumption of duty?

Answer: The only requirement is SOW Section 9.3.5.

Question #19: Is there a particular ratio of supervisors to officers being required to support these emergency services?

Answer: No, supervision will be prescribed on post exhibits issued under the resulting task orders.

Question #20: Are the dedicated relief personnel billable?

Answer: Costs associated with relief shall be factored into your hourly rates. The Government will only pay the contractor for actual time spent on post.

Question #21: How are post orders developed for use at temporary/emergency activation sites and who is responsible for the upkeep of the orders?

Answer: The COR will work with the client agency at individual sites to develop, modify, amend and/or revise post orders in accordance with Section 9.2 of the SOW.

Question #22: How are the task notices issued, who are they issued to, and what is generally the expected turn-around time for quotations?

Answer: The solicitation is clear on its face. See Pages 3 & 4 of the SF1449 as well as Paragraph

P of Amendment 0002.

Question #23: What is the expected time necessary to conduct security briefings for assigned PSOs and is this time billable?

Answer: See SOW Section 9.3.5. This time is not directly billable to the Government.

Question #24: Following the conclusion of a temporary assignment at a cleared site, will the officers be required to conduct a security debrief? If so, what is the anticipated time needed for this and is this time billable?

Answer: It would depend on the agency as some agencies only require officers to sign a non-disclosure agreement. If a security debrief is given, typically, it would be approximately 15 minutes or less although offerors shall also use their business acumen in relation to this requirement. This time is not directly billable to the Government.

Question #25: Are PSOs with “interim” TS clearances allowed to be assigned to posts on this contract or must they have “final” TS clearances?

Answer: Per SOW Section 5.4.1.5, the contractor must comply with the National Industrial

Security Program Operating Manual (NISPOM), which does not acknowledge an “interim” TS clearance.

Question #26: Once awarded a contract under this solicitation, will future Task Orders be put out to bid amongst the pre-approved contract awardees or will they simply be assigned, based on availability of PSOs, somewhat uniformly across all approved contractors?

Answer: See the answer to Question #22.

Question #27: Is it permissible to price supervisory and overhead in positions at a 5 year average instead of escalating wages each period?

Answer: This contract only has a three year period of performance. See the answer to Question #9 in relation to supervisory hours. Pricing is at the discretion of the offeror.

Question #28: Does the Government require any guard mount time for the PSOs who are “armed”? If answer is yes, how long does the Government require before and after each shift for guard mount time?

Answer: See the answer to Question #18.
