SUBJECT: Pre-proposal Conference for Request for Proposal 70RFP218REC000001
PROJECT: Multiple Award Contract for Protective Security Officer Services.
The purpose of the pre-proposal conference is to provide a better understanding of this requirement. Attendance at the conference is vital to the preparation of a competitive and cost effective proposal and to understand the total result desired by the government. Due to the uniqueness of this contract vehicle, attendance at the pre-proposal conference is strongly recommended.
PROSPECTIVE OFFERORS
In support of the referenced Request for Proposal, the Department of Homeland Security (DHS), Federal Protective Service (FPS) is conducting a PRE-PROPOSAL CONFERENCE which will be held as follows:
DATE & TIME: Tuesday, July 10th at 11:00 a.m.
Prospective contractors shall congregate in the lobby by 10:45 a.m. and will then be escorted to the meeting room. The meeting will begin promptly at 11:00 a.m. and is expected to continue for approximately one (1) hour. A call-in number will not be provided.
LOCATION: Federal Protective Service/Region 11, 1201 M Street, Suite 110, SE Washington, D.C.
Metered street parking is available and there is also a public parking lot for a fee, however space is limited.
Contractors are required to notify Karen Thorngren via e-mail at Karen.Thorngren@hq.dhs.gov or telephone (215) 521-2277 with the names of the conference attendees and the company they represent. Notification must be received prior to 3:00 p.m. EDT on 7/9/2018. If an RSVP is not received by the specified date and time, then your company's representatives may not be admitted to the Pre-Proposal Conference.

The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Federal Protective Service Acquisition Division, intends to make multiple awards under an unrestricted competition for Protective Security Officer (PSO) services at facilities primarily located throughout Washington, D.C., Maryland and Virginia although requirements many include other CONUS/OCONUS locations.
Each ID/IQ contract will consist of a single five year ordering period (no options) and an additional six month optional ordering period pursuant to FAR 52.217-8. As specific requirements arise, task orders will be awarded using the ordering procedures outlined in FAR 16.505.
This requirement is being solicited as a commercial service acquisition in accordance with FAR Part 12. The NAICS code is 561612, Security Guard and Patrol Services. The size standard is $20.5 million.
The Request for Proposals (RFP) shall require the submission of a technical proposal as well as a price proposal. The solicitation, RFP # 70RFP218REC000001, is anticipated to be released to the Federal Business Opportunities website on or about May 11, 2018. It is the contractor's responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. All contractors must be registered (http://www.sam.gov) in the System for Award Management (SAM) prior to the submission of their proposals.
