NASA/MSFC has a requirement to procure a proprietary Tungsten Module Package for the Electro Optical Systems (EOS) M290 3D printing machine currently installed at Marshall Space Flight Center (MSFC).
NASA/MSFC intends to enter into a sole-source contract with EOS of North America, Inc. for procurement of the required Tungsten Module Package.
EOS of North America, Inc, has sole propriety rights to the technologies involved in the EOS 3D printing machines. No other vendor satisfies this requirement. EOS of North America, Inc, has the capability to perform the hardware and software maintenance, yet maintaining compatibility with peripheral hardware and software systems. The NASA EOS M290 machine is under a complete care extended warranty with EOS North America, Inc., which would be voided by attempts of other companies trying to make modifications to the machine. No other vendor could legally add material module licenses to the EOS software that is required, as each requires an encrypted key that comes only from EOS.


The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 9/10/2018 by 12:00 p.m. CST. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
