NASA/GSFC plans to issue a Request for Proposal (RFP) for propellant tank assemblies and a simulator tank for the Europa Mission. The Europa Mission is being formulated and implemented by joint partnership between the Jet Propulsion Laboratory and the Applied Physics Laboratory, with NASA/GSFC building the propulsion system for the Applied Physics Laboratory.
The Government anticipates a release date for the Request for Proposal (RFP) in May 2017, with an anticipated offer due date in June 2017.
The Government does not intend to acquire a commercial item using FAR part 12.
This procurement will be a full and open competition. The anticipated Small Business goals for this procurement are as follows: Total Small Business Goals 6%; Small Disadvantaged Business Concerns (SDB) 2.0%; Women Owned Small Business Concerns (WOSB) 1.0%; Historically Black Colleges & Universities 0.5%; HUBZone Small Business Concerns 0.5%; Veteran-Owned Small Business Concerns (VOSB) 1.0%; Service-Disabled Veteran-Owned Small Business Concern 0.5%.
It is anticipated the resulting contract will be a Firm-Fixed-Price contract.
The NAICS Code and Size Standard are 336415 and 1,250 employees, respectively.
All responsible sources may submit an offer when applicable, which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at https://prod.nais.nasa.gov/pub/pub_library/Omb.html
