About this opportunity
The Bureau of Indian Affairs Western Regional Office is seeking propane delivery services for three facilities at Fort Apache Agency in Whiteriver, Arizona. The contract requires a total of 36,000 gallons of liquid petroleum gas annually: 8,000 gallons each for the Fort Apache Agency Warehouse and Facility Management and the Fire Management Rick Lupe Center, plus 20,000 gallons for the WMAT Detention/Correctional Center. The contractor must provide all manpower, labor, equipment, transportation, and tools necessary for propane delivery services, operating between 8:00am-4:30pm Monday through Friday excluding federal holidays. The evaluation will be based on lowest price, technically acceptable criteria, with technical acceptability determined by compliance with local, state, and federal liquid propane regulations. The original quote deadline was August 13, 2025, but Amendment No. 2 extended the due date to October 13, 2025 at 9:00 AM Pacific Daylight Time.
This solicitation is set aside exclusively for Indian Economic Enterprise (IEE) businesses, having been changed from the original Indian Small Business Economic Enterprise designation through Amendment No. 2. The contract will be structured as a firm-fixed-price purchase order with a one-year performance period. Service locations include the Fort Apache Agency Warehouse with three 1,000-gallon tanks, the Fire Management Rick Lupe Center with three 1,000-gallon tanks, and the WMAT Detention/Correctional Center with one 10,000-gallon tank. The contractor must maintain current Arizona licensing, provide backup equipment to ensure uninterrupted service, and submit monthly invoices through the federal Invoice Processing Platform immediately after each delivery. All work must be performed according to current codes, laws, regulations, and industry standards, with fuel orders placed weekly by Facility Management.
