The Space Development Agency (SDA) is seeking proposals for the Proliferated Warfighter Space Architecture (PWSA) Tranche 3 Tracking Layer (T3TRK), an Other Transaction Authority (OTA) prototyping effort to develop a satellite constellation for missile threat detection and tracking. The solicitation calls for U.S. space industry teams to design, develop, and operate a minimum of 54 space vehicles (SVs) with infrared sensors across six orbital planes, with potential expansion to over 100 SVs in Low Earth Orbit. The solicitation is not set aside for any specific category of businesses and is open to qualified U.S. space industry contractors. The constellation will include two mission types: Missile Warning/Missile Tracking (MW/MT) and Missile Warning, Tracking and Defense (MWTD), with SDA planning to make up to three awards of 18 space vehicles each. The space vehicles will be equipped with infrared sensors, optical communications terminals, and Ka-band communications payloads, designed to operate in Low Earth Orbit. The period of performance spans from October 15, 2025, to November 30, 2029, for development, with potential extensions for operations and sustainment through November 30, 2034.

The Space Development Agency (SDA) is issuing this Other Transaction Authority (OTA) solicitation for a prototyping effort of the Proliferated Warfighter Space Architecture (PWSA) Tranche 3 (T3) Tracking Layer (T3TRK). T3TRK prototyping effort will accelerate the capability to provide global, persistent indications, detection, warning, tracking, and identification of conventional and advanced missile threats, including hypersonic missile systems. The T3 Tracking Layer will also demonstrate a missile defense capability. The T3 Tracking Layer scope includes the procurement and deployment of an anticipated minimum of 54 space vehicles (SVs) with infrared (IR) sensors, in six (6) orbital planes. Additional prototyping of satellites and sensor payloads may also occur under this OT in order to inform requirements and constellation design. The fully deployed Tracking Layer is estimated to include more than 100 SVs in Low Earth Orbit (LEO) across multiple planes.
