Synopsis
I. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Additionally, the Government will utilize simplified procedures in accordance with Subpart 13.5. This announcement constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued.
II. This solicitation is issued as a request for quotation (RFQ) IAW FAR Part 12 and 13. Submit written quotes or electronic quotes on RFQ reference FA5685-15-Q-0029.
III. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83-1 (July 2015).
IV. Due to the overseas location of this solicitation, no set-aside will be used. The NAICS code for this requirement is 339113 - Bulletproof vests manufacturing.
V. This combined synopsis/solicitation is for Plate Carrier Inserts.

The Government will award one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is determined to offer the Best Value to the Government which in the Government's estimation provides the greatest overall benefit to the user. The Government may award without discussions; however, the Government reserves the right to conduct discussions if deemed in the Government's best interest. Quotes will be evaluated on price and offeror's ability to meet the delivery and specification requirements of this Combined Synopsis/Solicitation.
IX.
