This is a written notice of intent to award on a sole source basis for the requirement under Federal Acquisition Regulation Subpart 6.302-1. The Federal Bureau of Prisons (Bureau) intends to award a Firm-Fixed Price sole source contract to The Changes Companies, located at 5221 Sigstrom Drive Carson City, Nevada 89706 (Cage Code: 0WLV0). The North American Industry Classification System (NAICS) for this requirement is 511210, which has a size standard of 38.5 million. The contractor shall provide the following: Perpetual Licenses for E-Learning Modules, the source code files on a Data DVD or any other digital storage device (i.e., flash drive) or a password protected download page for direct download. The Bureau maintains full use of all content without any additional maintenance/use fees; and Broad rights for use within the Bureau; not to be expanded to access outside of the Bureau environment or made available in public domain.
Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government in future procurements. In doing so, interested sources must submit detailed information that demonstrates their ability to meet the Bureau of Prisons' needs. Timely responses received shall be considered solely for the purpose of determining whether to conduct a competitive requirement to competition, solely at the Government's discretion. This announcement constitutes the only announcement for this requirement. Quotations are not being requested and a written solicitation will not be issued. Telephone inquiries will not be considered. Interested persons may identify their interest and capability by responding to the requirement through email submission to Kathleen M. Cannon (k1cannon@bop.gov) no later than 12:00 PM Eastern, 21 April 2017.
