About this opportunity
The Federal Aviation Administration (FAA) intends to negotiate a single-source contract with Vaisala Inc. for the acquisition of Visibility Sensors, FSM102FAA, in support of a PC-based Runway Visual Range (PC-RVR) system. The procurement falls under NAICS code 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a small business size standard of 1,350 employees. A market survey was conducted from February 7 to February 21, 2025, which supported the decision for a single-source acquisition. The proposed contract is informational at this stage and not a formal solicitation, with all questions to be directed in writing to Contracting Officer Connie Houpt via email. The pre-solicitation notice indicates that Saab, Inc. owns the proprietary data rights necessary for manufacturing, repairing, and testing these specific visibility sensors.
The procurement does not have a specific set-aside designation and is currently planned as a direct award to Vaisala Inc. based on the market survey results. No specific award value or budget range was disclosed in the pre-solicitation notice. The contract appears focused on procuring specialized visibility sensors for airport runway visual range systems, with Vaisala being the sole source due to proprietary technical requirements. The procurement timeline indicates the pre-solicitation was posted on March 19, 2025, with a response deadline of April 2, 2025. While the exact quantity of sensors is not specified, the notice suggests this is a targeted procurement for specific FAA technical requirements in aeronautical navigation and guidance equipment.
