About this opportunity

The U.S. Fish and Wildlife Service is seeking a small business contractor to replace the HVAC system at the Deep Fork National Wildlife Refuge's Maintenance Facility in Okmulgee, Oklahoma. The project involves removing the existing 2-ton AC unit and installing a new 2.5-ton 16 SEER AC unit with electric heat system, including new outdoor condensers, air handlers, refrigerant piping, and wall controllers. Contractors must be registered in SAM.gov and will be evaluated based on technical capabilities, demonstrated through narrative statements and required licenses/certifications, lead time after receipt of order, past performance (with up to 3 references required), and price. Quotes are due by December 19, 2024 at 5:00 PM Eastern Time and must be submitted via email to dana_arnold@fws.gov. When combined, non-price factors will be considered more important than price in the evaluation process.

This solicitation is a 100% small business set-aside under NAICS code 238220 with a size standard of $19 million. The period of performance is from December 23, 2024 to February 28, 2025, with a potential 6-month option to extend services. The contract will be a Fixed Firm Price agreement, with the contractor required to provide a one-year warranty on all work and materials, and a minimum 5-year parts warranty on HVAC equipment. Work must be performed Monday through Friday from 7:00 AM to 3:30 PM at the maintenance facility, which was originally built in 2008 and currently houses 3 full-time employees with potential for up to 15 people using the office and kitchen area. Interested contractors are encouraged to request a site visit with Gary Titsworth, and payment will be processed through the Invoice Processing Platform (IPP) system.
