About this opportunity
This notice announces a pre-solicitation for a firm-fixed-price contract to conduct a study assessing the impacts of offshore wind energy facilities on oceanographic processes along the U.S. northeast coast from North Carolina to New York. The Bureau of Safety and Environmental Enforcement on behalf of the Bureau of Ocean Energy Management will use a three-dimensional model to simulate physical and biological changes resulting from turbine installation. Interested offerors should express interest to Jennifer Hershberger at BSEE by March 25, 2022, including their organization details and SAM registration. BOEM intends to award an 18-month contract to analyze how wind turbines may affect ocean currents, temperatures, species distribution and spawning across different depths and locations using modeling results.
There is no set-aside designated. The contract will utilize NAICS code 541715 for environmental research services. The awarded contract is expected to have a period of performance of 18 months and a value commensurate with the scope of analyzing impacts across the U.S. Northeast region from North Carolina to New York using three-dimensional modeling techniques to simulate physical and biological effects of offshore wind installations on various oceanographic processes.
