PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY

NOTICE THAT WILL BE ISSUED. This procurement is being conducted in accordance with FAR Part 15 Contracting by Negotiation. The Department of the Interior (DOI), the

Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of

Ocean Energy Management (BOEM), intends to competitively award a firm-fixed-price

(FFP) type of contract as a result of this notice for a project titled “Offshore Wind Impact on Oceanographic Processes: North Carolina to New York”. There are no set aside restrictions. The BSEE Acquisition Operations Branch is the contracting office for this procurement and the resulting contract administration. All potential Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov in order to receive Federal Government awards. The applicable NAICS Code is 541620, Environmental Consulting Services. The period of performance of the resultant contract is expected to be 18 months from the date of award.

The intent of this study is to build upon knowledge gained during the prior studies (Chen et al., 2016; Johnson et al., 2021) by expanding the spatial modeling domain to assess impacts on the Mid-Atlantic renewable energy lease areas from North Carolina to New

York. This study shall use a three-dimensional model capable of providing comprehensive temporal and spatial simulations of the impacts that wind energy resource facilities may have on proposed areas of offshore wind energy development. This project shall develop a regional model domain with spatial extent sufficient to resolve regional oceanographic processes and a modeled sub-domain that includes proposed project turbine arrays. This study shall compare conditions with and without turbines in model experiments to assess physical and biological environmental change after turbines are installed

BOEM will use the model results to evaluate changes in ocean circulation patterns throughout the water column to determine what geographic areas and depths may be most affected by the installation of wind turbines, and the level of impact an offshore wind facility will may have on oceanographic processes. BOEM will use the modeled physical processes derived from this project to infer biological processes that could occur with offshore wind facility construction along the U.S. northeast coast. Based on modeled results from this project, BOEM will assess what biological processes (e.g., spawning) may be impacted by wind turbine placement in particular geographic regions.
