About this opportunity
This Special Notice, issued by the National Aeronautics and Space Administration Shared Services Center (NASA/NSSC) on February 6, 2026, announces a sole source procurement for NX Mach Siemens Renewal software licensing. The government has determined that Siemens Government Technologies Inc., located in Arlington, Virginia, is the sole provider capable of supplying the required product and services. The procurement will be executed at NASA Johnson Space Center (JSC) in Houston, Texas, and will utilize FAR Part 12 and FAR Part 13 procedures for the acquisition of commercial items and services. This NAICS 513210 software publishing procurement is being conducted under the sole source authority of FAR 13.106-1(b)(1)(i). Interested organizations may challenge this sole source determination by submitting written capabilities and qualifications statements.
The primary objective of this procurement is to renew maintenance licenses for Siemens NX Mach software used by the RAMS ISS Configuration Analysis Modeling & Mass Properties (CAMMP) team to support International Space Station program requirements. The contract covers a 12-month performance period from March 1, 2026, through February 28, 2027, and includes 19 maintenance renewal licenses across multiple Siemens NX products, including NX Mach Design licenses, NX Open for .NET Author, and Teamcenter Deployment licenses. Organizations wishing to contest the sole source determination must submit written submissions to Shanna Patterson, Procurement Specialist, by 7 a.m. Central Standard Time on February 10, 2026, and only written submissions will be considered. The government has justified the sole source approach on the grounds that Siemens is the only authorized vendor capable of providing maintenance support for the existing NX Mach software platform, and that selecting an alternative vendor would result in work stoppage and incompatibility with current processes. NASA Clause 1852.215-84 (Ombudsman) applies to this acquisition.
