About this file
This is a Sole Source Justification and Recommendation document submitted by NASA's Shared Services Center to acquire NX Mach software maintenance renewal from Siemens Industry Software Inc. The acquisition covers the period from March 1, 2026, through February 28, 2027. The justification establishes that Siemens is the only viable vendor capable of providing maintenance support for the NX Mach software currently utilized by the RAMS ISS Configuration Analysis Modeling & Mass Properties (CAMMP) team.
The CAMMP team relies on NX Mach software to deliver high-performance CAD mechanical designs and currently uses this platform for all configuration analysis and documentation work supporting the ISS program. The justification demonstrates that competition is impractical because Siemens is the sole vendor authorized to provide maintenance services for NX Mach software. The document notes that selection of an alternative vendor would result in work stoppage and inability to fulfill contracted deliverables due to incompatibility with existing processes and files. The sole source recommendation was submitted on February 4, 2026, with authorization signatures from the technical user and associated title holder.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with Siemens Industry Software Inc only for NX Mach Siemens Renewal . The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 03/01/2026 – 02/28/2027.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from . for . The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is .
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The renewal of the Siemens Mach Maintenances is needed by the RAMS ISS Configuration Analysis Modeling & Mass Properties (CAMMP) team who supports the ISS program by tracking, documenting, and analyzing current and future external and assembly level configurations. NX Mach software is currently used to deliver high performance CAD mechanical designs tailored to specific product development roles so the maintenances are needed for continued use. Siemens is the only vendor who can support the maintenances of the NX Mach software.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If another vendor was selected, there would be a work stoppage for the team with inability to provide contracted deliverables due to inability to utilize current processes and files. Since all CAMMP work is currently completed in NX software, it is the only option for providing this capability and Siemens is the only vendor who can support NX software maintenances.
