About this opportunity
The Department of the Interior's Fish and Wildlife Service has issued a Special Notice of Intent to Award a Sole Source purchase order to Advanced Telemetry Systems, Inc. for VHF transmitters used in the California Condor Recovery Program. The notice specifically seeks to procure custom VHF patagial transmitters with highly specialized requirements for tracking and monitoring critically endangered California condors. The procurement will be conducted using Simplified Acquisition Procedures under Federal Acquisition Regulation Part 13.106-1(b), with a total value not exceeding the simplified acquisition threshold of $250,000. The notice is classified under NAICS code 334220 for Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, with a size standard of 1,250 employees. The transmitters are intended to be mounted on condors without negatively impacting their health, flight ability, or survival.
The primary objective of this Special Notice is to acquire specialized transmitters that meet extremely precise specifications for California condor tracking and research. Interested parties have three calendar days from the publication date (until March 14, 2025, at 5:00 PM Central Time) to demonstrate their capability to provide a competitive alternative to the sole source vendor. Contractors must provide clear and convincing evidence that competition would be advantageous to the government if they wish to challenge the sole source determination. The transmitters must meet specific technical requirements, including weighing no more than 23 grams, having a 24-month battery life, operating on frequencies between 162.000-165.000 MHz, and featuring a mortality mode that activates after an 8-hour motion delay. The procurement is limited to small businesses, and no reimbursement will be provided for capability information submission. Interested parties should contact Jack Skogen via email and reference the Notice of Intent in their correspondence.
