About this file

This document is a Single Source Justification form for the U.S. Fish and Wildlife Service's California Condor Recovery Program. The agency intends to sole-source procure custom VHF patagial transmitters from Advanced Telemetry Systems, Inc. for tracking and monitoring critically endangered California condors. The transmitters must meet highly specific requirements, including weighing no more than 23 grams, having a 24-month battery life, using frequencies between 162.000-165.000 MHz, and featuring a standard pulse width of 15 milliseconds with a mortality mode that activates after an 8-hour motion delay.

The procurement will be conducted under Simplified Acquisition Procedures, with a notice of intent published that allows interested parties to demonstrate competitive capability within three calendar days of the notice (closing on 3/14/2025). The sole source justification is based on Advanced Telemetry Systems being the only manufacturer capable of producing transmitters that precisely meet the unique specifications for California condor tracking, with transmitters currently used by all participants in the California Condor Recovery Program. The total procurement is expected to be under the simplified acquisition threshold of $250,000, with the NAICS code 334220 and a size standard of 1,250 employees.

No other manufacturer produces the custom VHF patagial transmitter’s equipment required for tracking and monitoring California condors. Advanced Telemetry Systems, Inc. has developed VHF patagial transmitters unique to California condors in response to researcher/biologists’ request to reduce any chance of causing injury or harm to the condors. No other manufacturer produces the same custom equipment or can refurbish our current stock of VHF patagial transmitters. VHF patagial transmitters manufactured Advanced Telemetry Systems, Inc. are the only VHF patagial transmitter used by all participants in the California Condor Recovery Program.

Text1: The California Condor Recovery Program with the U.S. Fish and Wildlife Service (USFWS) at Hopper Mountain National Wildlife Refuge Complex (Complex) intensely monitors and manages a wild flock of critically endangered California condors. A critical method Complex biologists use to track condors is radio telemetry using very high frequency (VHF) transmitters attached to condor wings using a patagial piercing. VHF patagial transmitters are required to be as light as possible and properly fit a condor’s wing without hindering or altering the flight ability of the birds. This reduces wear on the condor’s patagial piercing and allows the piercing to be used for longer.

Additionally, VHF patagial transmitters must have a battery life of at least 24 months to transmit. Transmitters must use assigned frequencies between 162.000 - 165.000 MHz. We need the VHF transmitters to use a standard pulse width of 17 milliseconds and pulse rate of 30 ppm. The transmitter also needs the ability to switch into a clear mortality mode (increased pulse rate) after a 8-hour animal motion delay that is reset with any motion.

Text4: No other manufacturer produces the custom VHF patagial transmitter’s equipment required for tracking and monitoring California condors.
Text6: Quotes from comparable manufacturers that do not produce transmitters with our needed specifications provided the same price per unit.
