About this opportunity
The US Geological Survey Office of Acquisitions and Grants is procuring genomic annotation services for the rough-skinned newt (Taricha granulosa) through Request for Quotation 140G0325Q0126. The contractor must produce an assembled and annotated reference genome using provided sequence data from PacBio, Oxford Nanopore, and Illumina platforms, achieving stringent quality standards including a contig N50 of 1 million base pairs, scaffold N50 of 10Mb, assembling 90% of the genome into chromosomes, and maintaining QV40 base-call quality. Offerors must demonstrate experience assembling difficult genomes de novo and submit comprehensive documentation including technical qualifications, work plans, resumes, published works, prior contract listings with references, and a firm fixed-price quote. The evaluation will prioritize technical capability, experience, and past performance as significantly more important factors than price. Questions were due by June 2, 2025, with the original response deadline extended to June 30, 2025, at 1500 PST via electronic submission only.
This procurement operates under NAICS code 541380 (Testing Laboratory) with no set-aside designation, making it a full and open competition with an estimated contract value of $16.5 million. The contract requires a firm fixed-price structure and performance at the vendor's facility over an eight-month period from July 1, 2025, to February 28, 2026. The government will provide over 20 TB of pre-sequenced genomic data from multiple platforms, including Oxford Nanopore at 15X coverage, Illumina HiC at 30X coverage, and PacBio at 30X coverage, all generated from a single newt individual. The final genome assembly and annotation must meet Vertebrate Genome Project and G10K standards, with the completed genome uploaded to NCBI and made publicly available by February 2027. No incumbent contractor or potential bidders are specifically identified in the solicitation materials.
