The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, Nikon Instruments, Inc. under the authority of FAR 13.106-1(b)(1). It is believed that Nikon Instruments, Inc. is the sole service provider that can meet the specific requirements related to servicing the existing laboratory instruments. The NCCIH Nikon Spinning Disk System must be properly maintained. Extended downtime and/or poorly calibrated equipment would be catastrophic to many research projects at NCCIH. Therefore, NCCIH is in need of a maintenance contract to ensure this instrument is performing optimally without interruption. Based on market research, Nikon Instruments Inc. was identified as the only company with the knowledge, training, and equipment necessary to perform maintenance and repair on the Nikon Spinning Disk System. Therefore, the Government anticipates a non-competitive award to Nikon Instruments as they appear to be the only vendor capable of fulfilling the Government's requirement.

This notice of intent/synopsis is not a request for competitive quotations. However, if any interested party, especially a small business, believes it can meet the above requirement, it may submit a capability statement, proposal or quotation which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 3:00 PM Eastern Prevailing Time, on February 25, 2018. All responses and questions must be in writing or emailed to Randall Tiqui, Contracting Officer via electronic mail at randall.tiqui@nih.gov. A determination by the Government not to continue with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls or facsimiles will be accepted. In order to receive an award, contractors must be registered and have a valid, current Entity Record, including current Representations and Certifications, in the System for Award Management (SAM), through SAM.gov.
