Update #2 ·
THIS IS A PRE-SOLICITATION NOTICE ONLY: The U.S. Department of the Interior (DOI) has a requirement for an improved DOI-wide system, the Museum Collection Management System (MCMS), for its museum collections management data that is centralized (physically or virtually) yet accessible from its 555 collection units. This DOI-wide system will document museum collections in ten DOI bureaus and offices and may be used by some non-federal repositories (museums and universities) that house DOI collections. Users include DOI staff at the national, regional, and local levels; staff at non-federal repositories, and, with limited access, the general public.
The Acquisition Services Directorate (AQD) intends to issue a Full and Open Request for Proposals under solicitation number D17PS00342. The AQD will conduct a competitive procurement under the authority of and through the use of provisions in FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation.
The services will be acquired under single contract consisting of a fully funded two (2) year base period/transition/data migration, followed by eight (8), twelve (12) month option years. In addition, the Option to Extend Services (FAR 52.217-8) will be included and evaluated with the submitted pricing. The AQD Evaluations of Options Provision (OCT 2015) will be included in the solicitation.
All responsible sources may submit a proposal which shall be considered by the Government. The government intends to release its solicitation on or about August 25, 2017 on Federal Business Opportunities at: http://www.fbo.gov.
