The Exhibits for past performance questionnaire will be revised as result of this amendment. Please hold submission of past performance questionnaire at this moment. The closing date for Past Performance Questionnaire will also be postponed approximately to the end of September.

Offerors are requested to submit inquiries regarding the RFP in writing electronically prior to Pre-Proposal conference date. The responses to the general questions will be provided at the Pre-Proposal Conference. The requirement of this RFP and the changes caused by amendment(s) will be discussed at the pre-proposal conference also.

Offerors who plan to attend the pre-proposal conference will not be required to obtain a special gate pass to access Bldg 331 on Camp Foster.

Attendees for the site visitation are limited to two personnel per company. Please email the list of attendees to eriko.nakazato.ja@fe.navy.mil by close of business on Friday, 15 Aug 2008. The list shall include name of the personnel, company name, telephone number, Identification number (ex, driver's license number) and vehicle registration number. For those who have an access to Camp Hansen, please annotate so beside your name. All attendee are required to bring photo identification at the site visitation.

Added: May 22, 2008 10:26 pm This source selection procurement consists of one solicitation with the intent to award up to five (5) indefinite delivery indefinite quantity Multiple Award Construction Contracts (MACC). The work (tasks) will generally provide all labor, transportation, equipment, materials, tools, supplies, engineering, supervision, and administration services needed to complete the scope of work. The scope includes new construction, renovation/modernization and routine repair/maintenance of Government shore-based facilities in Okinawa, Japan. A list of facility types are identified in the P72, Facility Category Codes, publication. The work shall also include sampling, testing, removal, and disposal of lead contaminated paint, asbestos and other hazardous materials. The location of the work is within the island of Okinawa.

The Seed Project identified for award of the contracts is Repair Toilets, Bldg 2477, Camp Hansen, Okinawa, Japan (ESR 167-06). The estimated price range for the Seed Project is between $25,000 and $100,000.

This procurement will be an indefinite delivery indefinite quantity MACC with a base period and four (4) option periods. The performance-period requirements will be 365 calendar days from date of award for the base period and option periods or when the not-to-exceed amount is met, whichever occurs first. Task orders will have a not-to-exceed limit of $100,000. The maximum amount is $5,000,000 per period. The $5M threshold is the combined total of all awarded contracts. The maximum value over the five periods is $25,000,000 for all awarded contracts. The minimum guarantee is $25,000 for each contract for the base period only. Award will be made to the responsible offerors whose proposals, conforming to the Request for Proposal, will be most advantageous to the Government resulting in the best value, price and other factors considered. After award of the initial contracts, the awardees will compete for task orders based on either best value or low price technically acceptable to the Government. Evaluation of contract award is based on the following factors: Factor A Past Performance; Factor B Key Personnel Experience; Factor C Management Plan; Factor D Safety; and Factor E Price. Contract award will be made to the offerors representing the best value to the Government from a technical and price standpoint. Price is considered approximately equal to the technical evaluation factors. Price will be based on the Seed Project. The solicitation will be issued on or about 05 June 2008. Proposals will be due on or about 05 July 2008 at ROICC Okinawa at the time specified in the solicitation.

Offerors can view and/or download the solicitation when it becomes available. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the AsiaNECO website for any posted changes. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION.

This procurement is intended only for local sources in accordance with FAR 5.202(a)(12). Local sources are those persons or entities normally reside and licensed to conduct business in Japan. Offers from non-local sources will not be considered under this solicitation in accordance with provisions of the U. S. Japan Status of Forces Agreement. The North American Industry Classification System (NAICS) Code is 236220.
