About this opportunity

The Federal Contract Opportunity involves providing services for hazard tree topping, felling, and associated services at Mount Rainier National Park. The contractor is expected to provide all necessary personnel, equipment, tools, materials, and supervision to perform the task. The period of performance for the contract is until December 31, 2023.

List of services to be provided:

  1. Topping, limbing, or felling designated hazard trees.
  2. Treating stumps as specified in the performance work statement.
  3. Providing a project manager responsible for the performance of the work.
  4. Ensuring that employees performing tree work are fully trained to current arboricultural industry standards.
  5. Coordinating with NPS personnel for debris cleanup support.
  6. Adhering to the work schedule and adjusting for inclement conditions.
  7. Conducting operations in accordance with ANSI Z133.1-2006 Tree Care Safety Standards, and all federal OSHA, state and local safety requirements.
  8. Providing sufficient personnel to serve as safety spotters during each individual tree topping and falling procedure.
  9. Ensuring the use of all required personal protective equipment by its employees.
  10. Being responsible for the immediate cleanup of any spillage or leakage of fuel, oil, or any other substance.
  11. Repairing all ground disturbances, with the exception of those resulting from woody debris falling into undeveloped vegetated areas.
  12. Being responsible for all travel, lodging, and meal expenditures for all personnel under their employ involved in the work under this contract.

This is a Request for Quote #140P8323Q0081 for Hazard Tree Felling and Treatment for Mount Rainier National park located in Washington. See attached for specification details and terms and conditions.
This is a best value procurement, set-aside for small business concerns in accordance with FAR Part 19.5. The NAICS code for this purchase is 113310 Logging Services, with a small business size standard of 500.
Quotes are due on the specified SF-18 or as stated in the most recent amendment (SF30). Instructions are noted in the clause section.
Prospective quoters must visit SAM.gov periodically to check for amendments and other changes to the solicitation/contract documents; no other notifications will be sent nor will hard copies of the solicitation be mailed or issued. All eligible responsible sources may submit a quote which shall be considered by the National Park Service, however, quoters who have not established and/or maintained an active registration a www.sam.gov prior to the quote due date and time will be considered either ineligible or non-responsive and will not be considered for award.
It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business and women owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance.
