Q1- Where is access to site?

A1- Trail Head in Lower Parking Lot near Ski Dorm Building. Area will be roped off for contractor use for asphalt loads.



Q2-Will all old asphalt be removed?

A2-No, most will be left in place with overlay of new. Three areas (less than 20' each will have old asphalt removed and park will prep and compact gravel base for contractor to overlay.



Q3-What will the bridge final condition be?

A3-Culvert is in place, park will finish installing stem walls on each side. The surface will be 8' wide compacted base.



Q4-Will asphalt surface be swept clean by park or contractor?

A4-Park will complete.



Q5-Are there designated areas where equipment can pass?

A5-Yes, all trails will be closed to the public so trail junctions can be used. Also, there are three areas where NPS has used as materials staging sites that can be used. No machinery can leave trail on to vegetation.



Q6-Can contractor stay on site anywhere?

A6-No, accommodations are at the cost of the contractor. Campgrounds may be available.

This is a Request for Quotes #P17PS01831 to complete Hot Asphalt Mix (HMA) class one half inch asphalt overlay in the Paradise area within Mount Rainier National Park. The Contractor shall provide all supervision, project management, labor, equipment, supplies, materials, bonds, insurance, etc. to complete the project and perform all work in accordance with the specifications, drawings, wage determination, and other attachments to the solicitation. The period of performance will be between September 5, 2017 and September 22, 2017.

PROJECT LOCATION: This project is located in Mount Rainier National Park on the south facing slope of the mountain in Paradise, approximately twenty five (25) miles east-northeast of Ashford, WA on State Route 706. The project encompasses the area beginning at the trail head located near the parking area west of Henry M. Jackson Visitor Center along the Nisqually Vista, Deadhorse Creek, and Avalanche Lily Trails. The Paradise area is located at approximately 5400 ft. in elevation. These are narrow hiking trails, approximately 6 ft. in width. Paving shall be an overlay of a minimum of 2" HMA class 1/2" in accordance with WSDOT standard specifications that shall be applied to a base prepared by the National Park Service. Maps and information are available at www.nps.gov/MORA.

SITE VISIT: A group site visit will be held Wednesday, July 26, 2017 at 11:00 am. Meet at the stone staircase behind the Jackson Visitor Center. Attendance at the site visit is strongly encouraged (not mandatory). Requests for individual site visits will not be honored.

DETAILS: This is a best value procurement set-aside for small business concerns in accordance with FAR Part 19.5. The NAICS code for this project is 237310, Highway, Street and Bridge Construction and the small business size standard is $36.5 million, average annual gross receipts for the past three years. All work will be performed under a single firm-fixed-price construction contract subject to the Wage Rate Requirements (Construction), formerly known as the Davis-Bacon Act. The contractor will have 30 days to complete the project after the Notice to Proceed is issued.



In accordance with FAR 36.204, the estimated magnitude of this construction project is between $100,000 and $250,000, however, the RFQ is being issued using the Simplified Acquisition methods described in FAR Part 13 that pertain to procurement actions under $150,000. Payment protection (bond or irrevocable letter of credit) will be required after award.



The RFQ and future amendments will be posted at www.FBO.gov. Prospective offerors will be required to visit this website periodically to check for amendments and other changes to the contract documents; no other notifications will be sent. No hard copies of the solicitation will be mailed or issued. The Government reserves the right to cancel this solicitation.

All eligible responsible sources may submit a quote which shall be considered by the National Park Service, however offerors who have not established and/or maintained an active registration at www.SAM.gov prior to the offer due date and time will be considered either ineligible or non-responsive and will not be considered for award.
