JUSTIFICATION FOR SINGLE SOURCE AWARDS IAW FAR 13.106-1

(OVER MICRO-PURCHASE THRESHOLD($3.5K) BUT NOT EXCEEDING THE SAT ($150K))

IAW FAR13.104, COs must promote competition to the maximum extent practicable to obtain supplies and services from the source whose offer is the most advantageous to the Government, considering the administrative cost of the purchase. When competition is not practicable, IAW FAR13.106-1(b), COs solicit from a single source for purchases not exceeding the simplified acquisition threshold. COs may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). IAW FAR13.106-3(b)(3),COs are required to include additional statements explaining the absence of competition (see 13.106-1 for brand name purchases) if only one source is solicited and the acquisition does not exceed the simplified acquisition threshold (does not apply to an acquisition of utility services available from only one source) or supporting the award decision if other than price-related factors were considered in selecting the supplier. This template when completed can be used to document single source awards IAW FAR13.106-3(b)(3). Note: Statements such as "only known source" or "only source which can meet the required delivery date" are inadequate to support a sole source purchase.

2. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:

Award of a sole source service contract for the Mobile CT unit, located at Hot Springs, VAMC. Contractor shall provide preventative maintenance services in accordance with OEM recommendations and procedures. Contractor will also provide corrective maintenance service to maintain the equipment to manufacturer s specifications.

Glassware coverage will be provided as specified in the quote for an additional cost.







3. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED:

Cassling Diagnostic Imaging is the sole source provider for repairs to Siemens radiology equipment in the Mid-west. They are the only authorized vendor to repair and maintain the Siemens OEM equipment. This equipment has proprietary software and components that cannot be maintained by any other vendor beyond Cassling.







4. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND RESULTS OR STATEMENT WHY IT WAS NOT CONDUCTED:

Research included talking to regional manager for our district. He stated Cassling is the only approved vendor for service on the Siemens OEM equipment.

Added: Apr 14, 2017 2:33 pm This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source, firm-fixed price contract under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. It is not a request for competitive quotes.

The Department of Veterans Affairs, Network Contracting Office 23 intends to award a sole source, firm-fixed price contract Cassling Diagnostic Imaging, Inc. for proprietary support services.



Acting under the authority of FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements because the equipment and services are unique or proprietary to Siemens and their affiliates. Market research revealed that Cassling Diagnostic Imaging, Inc. is the proprietary service provider for the Mobile CT unit currently being utilized by the Hot Springs VA. Additionally, Cassling Diagnostic Imaging, Inc. is the only service organization that can provide the required maintenance support for the Mobile CT unit within the Mid-west region. The North American Industry Classification System (NAICS) code for this requirement is 811219 and the service code is J065.



While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The Government understands Cassling Diagnostic Imaging, Inc. is the only vendor that can provide the requested support services. However, vendors that believe they can provide the capabilities required to fully meet the Government's requirement may submit information in writing to shane.galles@va.gov within ten calendar days after publication of this notice. Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
