COMBINED SYNOPSIS/SOLICIATION 'COMBO':
Maintenance Shelters/Tents
i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
ii. Solicitation FA4877-19-Q-0391 is issued as a Request for Quotation (RFQ).
iii. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2019-03 effective 12 Jul 2019, Defense Procurement Notice 20190628, and Air Force Acquisition Circular 2018-0525
iv. This is a small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 314910 with a small business size standard of 500 employees.
v. Davis Monthan Air Force Base intends to award a firm-fixed price contract for the following:
CLIN 0001-Tents. Two (2) EA
1. The dimensions must be 30'wide X 52'long X 15' high. Plus or minus one (1) ft. in either direction is acceptable.
2. The tent must have a single zipper track roll up door 12' X 12'.
3. The tents must have ceiling mounted 60hz LED lights to provide sufficient lighting for work.
4. The tents must be able to be heated and cooled to maintain a temperature between 40 - 90 degrees Fahrenheit
5. Tents must be tan in color.
6. Tents must be able to be staked into the ground.
7. Tents must be specifically designed for military operations.
8. Tents must be able to accept conduits from attached AC/Heating unit.
CLIN 0002-Ener-layer for 30' x 52' maintenance shelter. Two (2) EA
CLIN 0003-Cooling/heating units. Four (4) EA
1. Must be 5-ton AC/Heating units that can connect to the tents mentioned above.
2. Must be tan in color.
3. Must operate on 60hz frequency.
vi. Delivery shall be FOB Destination. In addition:
a. All items will be delivered to Nellis Air Force Base, Nevada. Final destination address will be made available at time of award.
b. Loading dock is available to delivery location; shelter will shall be delivered to the ground.
c. Delivery will be Mon-Friday between the hours of 0900 to 1500.
vii. The government will place an order with the offeror whose quote is the lowest priced technically acceptable. Technical acceptability is defined and referred to within this solicitation document as the offeror's capability statement to meet the defined salient characteristics of the product or service.
viii. The Government intends to evaluate offers and award without discussion, but reserves the right to conduct discussions. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so.
ix. Important Dates/Times (All Times are Arizona Local Time)
a. Questions are due by 29 July 2019, 10:00 am.
b. Answers will be provided by 29 July 2019, 3:00 pm.
c. All quotes shall be submitted by 30 July 2019, 2:00 pm.
x. It is the responsibility of the vendor to ensure their quote was submitted via email on time & review the post for any changes or amendments to this RFQ.
