About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base seeks to procure an upgraded version of the LARS V2.3 software for the AN/ARS-6 Lightweight Airborne Recovery System used in HC-130J aircraft. The upgraded software must address changes to coordinate format, SARSAT frequency input, encryption key storage, and message storage. Proposals will be evaluated on the offeror's ability to update and deliver the software to meet requirements, software development plan, and documentation updates. Proposals must receive an acceptable rating under each evaluation subfactor and commit to a 12-month development and delivery schedule to be considered for award.

There is no set-aside designation. The NAICS code is 334220 for airborne radio communications equipment manufacturing. The PSC code relates to software. The Government intends to issue a single-source solicitation to Cubic Defense Applications, Inc., the original equipment manufacturer, as the agency's minimum needs can only be satisfied by Cubic. The resultant contract is planned for a two-year period of performance.

Notice text

The Government currently has a requirement for an upgraded version of the current LARS V2.3 Software for the AN/ARS-6 (v14) Lightweight Airborne Recovery System (LARS) for the HC-130J aircraft. The upgraded software will be installed onto a fleet of HC-130J aircraft. The final awardee shall provide an upgrade to the current LARS V2.3 software which will include but is not limited to making MGRS the primary/ default coordinate format, provide operator ability to input a SARSAT frequency instead of having to keep adding additional frequencies, add “encryption key” into LARS memory to prevent loss of keys if the system crashes or is turned off, and adding capability to store messages in memory for each survivor indefinitely, thereby eliminating the auto delete function once a message is viewed. The resultant contract is planned to have a period of performance of two (2) years as follows: one (1) year basic, with one (1) option year.

The Government requires a vendor qualified to perform under NAICS 334220, Airborne radio communications equipment manufacturing, and possessing necessary avionics design experience required to update the mission critical LARS Control Display Unit (CDU) software/firmware. The Government has determined this is not a commercial item and there are no samples available for potential suppliers to evaluate.

The Government intends to issue a Single Source solicitation to:

Cubic Defense Applications, Inc.

CAGE Code: 87G32

9233 Balboa Ave, San Diego, CA 92123

The agency's minimum needs can only be satisfied by the unique services available from Cubic as identified on the design requirements and source-controlled drawings. The LARS Software is highly specialized software that is used on HC-130J aircrafts. The HC-130J expected lifecycle is through 2035. A substitute item (i.e. software) must be approved by the Operational Safety, Suitability, and Effectiveness (OSS&E) activity. The system is also considered highly specialized due to its software configuration. Cubic is the Original Equipment Manufacturer (OEM) of the LARS V2.3 Software, therefore this is a logical follow-on for them to perform the software upgrade. The OEM has warrantied the LARS V2.3 Software and performance of an upgrade by any other vendor would invalidate the warranty.
