About this opportunity
The Federal Emergency Management Agency seeks to award a fixed-price labor hour contract for Level II Armed Security Guard services in Hawaii to support disaster relief operations. Offerors must propose fully burdened hourly rates to provide armed security guards at various FEMA sites for a base period of 90 days plus five 90-day option periods. Proposals are due by October 5, 2023 and will be evaluated based on technical factors, such as work plan and past performance, which are significantly more important than price.
There is no set-aside designation for this procurement. The NAICS code is 561612 for security guard services. The place of performance is throughout Hawaii. Offerors must demonstrate the ability to supply a minimum of 20 armed guards at the start who can work up to 228 hours per day across multiple locations. The total estimated contract value will depend on actual labor hours ordered but the independent government cost estimate includes over 30,000 hours for the base and option periods.
