About this opportunity
This pre-solicitation notice seeks to upgrade an existing Nikon laser scanning confocal microscope system for the National Institute of Mental Health. The agency aims to acquire a Nikon A1R-HD25 resonant scanner, 4-channel detector with GaAsP and high sensitivity PMTs, 730nm laser unit, 40x silicone oil objective lens, and piezo stage insert. This will allow for faster image acquisition, imaging of longer wavelength dyes such as Cy7, and higher resolution imaging deeper into tissue samples. The contract will have a one year period of performance for full warranty of all equipment and services, with the equipment expected to be functional for over five years. Responses are due by April 23, 2020.
There is no set-aside designation. The primary NAICS code is 333314 for optical instrument and lens manufacturing, while the dominant PSC code will likely relate to scientific equipment. The incumbent contractor is Nikon, as the agency seeks to upgrade an existing Nikon confocal microscope system. The budget for this procurement is unspecified but, given the specialized scientific equipment, is likely in the range of several hundred thousand dollars. Delivery of all items is required within 60-90 days of award.

Title:
Laser Scanning Confocal Microscope
Description(s):
The National Institute of Mental Health (NIMH) is the lead Federal Agency for research on mental illnesses. The mission of the NIMH is to transform the understanding and treatment of mental illnesses through basic and clinical research, paving the way for prevention, recovery, and cure.
Imaging brain sections using confocal microscopy is an essential step for experiments that are being carried out by many basic science investigators within the NIMH intramural program. The SNIR supports this by managing shared equipment used by multiple investigators.
The purpose ofthis acquisition is to upgrade the existing Nikon laser scanning confocal microscope system and procure a Nikon A1R-HD25, Optional 730nm Laser Unit, 40x Silcone Oil Lens, Pieso System and Nikon Motorized XY stage for Ti2-E microscope or “equal” laser scanning confocal microscope system so that acquisition is much faster, longer wavelength dyes such as Cy7 can be imaged, and high resolution can be obtained deeper into histological material.
The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the purchase description.
