Amendment 1: The solicitation under amendment 1 is amended to remove any provisions or clauses incorporated as a result of FAR Case 2014-025, including FAR 52.222-57, 52.222-58, 52.222-59, 52.222-60, and 52.222-61.
Amendment 2: Bid due date is being extended until Monday June 19th at 2:30 PM eastern. The IFB is amended as indicated herein. This amendment 0001 is divided into parts, A and B. Part A provides the changes to the terms of the IFB. Part B provides the questions submitted by prospective bidders, and the Government's response. Part B does not change the terms of the IFB.

Synopsis: The project consists of office/building renovations at the Robert H. Jackson United States Courthouse, 2 Niagara Square, Buffalo, New York, 14202. This project was designed by N.K. Bhandari Architecture & Engineering P.C. of Syracuse, New York.
The Contractor shall provide all labor, material, equipment, tools, management, and supervision. The base project consists of work to correct deficiencies in the outside air supply system currently serving air handlers on the 3rd and 10th floors. Corrections to HVAC system include replacing the natural gas heaters at the 10th floor outside air handlers with pre-heat coils and hot water boiler system, installation of weather-resistant exterior louvers, and the installation of heating coils in air handlers located at the 3rd floor. Demolition work, piping work, control work, air and water balancing work, and other work referenced by the contract documents is also incorporated in the Base Bid Work. Exact work descriptions are identified and indicated in the Contract Documents. Products to be used are specified within the drawings and individual specification sections. The contractor shall comply with the project's design specifications and drawings. The work will be constructed under a single prime contract.
In accordance with FAR 14.408-1, award will be made as a firm fixed price sealed bid construction contract to a responsible bidder whose bid, conforms to the invitation, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation. The magnitude of this construction project is estimated between $500,000 and $1,000,000. The appropriate NAICS Code is 236220, with a size standard of $33.5 million dollars. Performance and payment bonds will be required following award pursuant to the Miller Act. A bid guarantee is also required. The procurement is 100% set-aside for small business concerns. Offers from other than small business concerns will not be considered by the agency. The required construction completion date is approximately two hundred-ten (210) calendar days commencing one day after Notice of Award. The tentative solicitation release date is no earlier than 15 days after posting of this notice in FedBizOpps. The procurement is subject to FAR 52.232-18 Availability of Funds (APR 1984).

It is anticipated that the solicitation (IFB) will be issued on or about May 17, 2017 with bids due on or about June 14, 2017. Potential bidders must register with FedBizOpps in order to have access to the solicitation material. All potential offerors must have an active registration in the System for Award Management (SAM). All prospective offerors are required to have completed the Representations and Certifications in SAM.
