The requirement will be sole sourced to Varien Medical Systems, Inc., 3290 Northside Parkway, Suite 400, Atlanta GA 30327. Varien Medical Systems, Inc. will provide software upgrade and preventative maintenance services for Varian TruBeam Linear Accelerator. Varian Medical Systems is the only source for required preventive maintenance, inspections, repairs and urgent services. The vendor has proprietary software that is not offered or authorized to third party vendors. A sole source letter was received from Varian s service department which states that Varian doesn t authorize third-party vendors to service Varian equipment due to proprietary hardware and software, to include software updates. This contract also requires remote access to perform diagnostics for expedited service/repair of the linear accelerator, which is a highly specialized system. All software patches and a manufacturer s maintenance service plan. All warranties and guarantees on the system are voided if an unauthorized third-party vendor is engaged.
This procurement is being conducted in accordance with FAR Part 6.302-1 and 13.106-1(b) (2), soliciting from a single source. The NAICS code is 811219 and has a size standard of $22M for this procurement. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit quotations no later than 2:00p.m. CST, August 12, 2020 to: diane.ziegler@va.gov. Responses received will be evaluated; however, any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
