About this opportunity

The Department of Veterans Affairs (VA) Veterans Health Administration Veterans Integrated Service Network 10 has issued a Special Notice announcing its intent to negotiate a sole-source contract with Philips Medical Systems. The contract pertains to a DynaCAD Service Maintenance Agreement and will be awarded under Simplified Acquisition Procedures using FAR 6.302-1 authority. The procurement is specifically categorized under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance, with a PSC code of J065 for medical equipment maintenance and repair. The VA asserts that Philips Medical Systems is the only responsible source capable of meeting their specific equipment maintenance requirements. This notice represents the government's formal communication of its intent to proceed with a non-competitive procurement.

The primary objective of this Special Notice is to provide transparency about the VA's planned sole-source contract while simultaneously offering an opportunity for other potential vendors to demonstrate their capabilities. Contractors interested in challenging the sole-source determination must submit a capability statement, proposal, or quotation by February 14, 2025, at 2:00 PM EST, directly to Contracting Officer Chad Kemper via email. Any submissions must provide clear and convincing evidence demonstrating the ability to meet the requirement and prove that competition would be advantageous to the government. The VA emphasizes that this notice is not a solicitation or request for offers, and no solicitation package is currently available. Importantly, the government will not compensate vendors for submitted information, and the ultimate decision to compete the requirement remains entirely at the VA's discretion. Eligible contractors should carefully review the notice and be prepared to provide comprehensive documentation supporting their potential involvement in the contract.
