About this opportunity
The Department of Veterans Affairs (VA), specifically Veterans Integrated Service Network 17, has issued a Special Notice for a sole source procurement at the Olin E. Teague Veterans Medical Center in Temple, Texas. The notice details a planned acquisition of telemetry system expansion parts and services from Nihon Koden, the original equipment manufacturer (OEM) of the existing hospital telemetry system. The procurement is being conducted under Simplified Acquisition Procedures for a total estimated cost of $42,707.00. The contract opportunity is identified with the solicitation number 36C25725Q0363 and was posted on March 3, 2025, with responses due by March 5, 2025. The VA has determined that Nihon Koden is the only qualified vendor capable of providing the required technical compatibility and integration services for this project.
The primary objective of this Special Notice is to expand telemetry capabilities on the fourth floor J-wing of the hospital, which includes cable pulling and antenna installation to connect with the existing Nihon Koden system. Market research conducted through SBA Dynamics, GSA eLibrary, and FPDS confirmed no alternative vendors could provide the necessary compatible services. The procurement is being processed as a sole source award in accordance with Federal Acquisition Regulation (FAR) 13.106-1, falling below the Simplified Acquisition Threshold of $250,000. Contractors are not eligible to compete for this opportunity, as Nihon Koden has been uniquely identified as the sole source provider due to their status as the OEM and the critical need for precise system integration with the hospital's existing Tele Critical Care system. The contracting point of contact for this opportunity is Rafael Rodriguez, who has certified the accuracy and completeness of the justification documentation.

Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Medical Center is requesting a procurement of parts and services from Nihon Koden to expand our Telemetry capabilities on the fourth floor J-wing of the hospital. This will include cable pulling through 4J and intenna installation to provide a connection to our already established Nihon Koden Telemetry system in other areas of the hospital. The estimated total cost will be $42,707.00.
Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Nihon Koden is the existing telemetry system that is operating at the hospital. For the expansion, the original equipment manufacturer (OEM) equipment and services are necessary to ensure proper integration with the existing systems in use for the Tele Critical Care system. The proper compatibility is essential for the monitoring stations to relay data accurately and timely when monitoring patients. At this time, no other company is able to provide the proper installation compatibility with Nihon Kohden systems and ensure proper compatibility with Nihon Kohden software. A Sole Source Letter was provided by Nihon Kohden and is available in this action s briefcase.
Description of market research conducted and results or statement why it was not conducted: Additional Market Research was conducted to confirm that Nihon Kohden is the only source. A search was conducted in SBA Dynamics under NAICS number 517810 and Keyword telemetry . Search yielded just one vendor. Vendor does not provide the required services requested in this particular requirement. Other searches were conducted in GSA eLibrary and FPDS and no vendors were found. Nihon Koden, the OEM, is the only qualified company to work on this project. Nihon Koden is the telemetry system already installed in the hospital. In order for proper system integration, the OEM service engineers are required to complete the installation and provide the compatible technical equipment for the system; thereform, Nihon Koden is the only company that can provided the necessary products and services.
Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
