The Department of Veterans Affairs, VA Caribbean Healthcare System, Network Contracting Office 8 intends to negotiate a sole source contract under the authority of FAR part 13.106-1(b)(2). The associated NAICS code for this service is 811310 with a size standard of $8.M and PSC Code J049.The identified vendor is RIMCO LLC, who is the only Caterpillar authorized service representative in Puerto Rico.
The service is for the preventive maintenance for the VA emergency power generators. A service contract for a base year and four (4) one-year options is anticipated. Due to the proprietary nature of the equipment, authorized service representative evidence and factory certified field service technician is required to access, troubleshoot, repair the units IAW manufacturer specifications.
The contractor shall provide all labor, personnel, equipment, tools, materials, supervision and other items and services necessary to change the oil and filter, tune up and maintenance to a total of twenty (24) emergency power generators, and other items and non-personal services necessary to perform the required services at VACHS as defined in the Performance Work Statement (PWS).
This notice of intent is not a request for competitive quotes. It is not a solicitation or request for quotes. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government among responsible sources.
