About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 12, through the Great Lakes Acquisition Center (GLAC), has issued a Special Notice announcing its intent to negotiate a sole-source contract with Automated Logic Contracting Services, Inc. for WebCTRL Building Automation System maintenance services. The notice is posted under Statutory Authority 41 U.S.C. 1901, utilizing simplified acquisition procedures for a procurement that does not require competitive quotes. Specifically, the contract will be for maintenance of an existing building automation system where Automated Logic Contracting Services, Inc. is the sole authorized vendor. The contract will be structured as a Firm-Fixed Price agreement with a one-year base period and four additional one-year option periods. The procurement falls under NAICS code 238220 for Plumbing, Heating, and Air-Conditioning Contractors, with a business size standard of $19 million.

Contractors interested in challenging the sole-source designation must submit written notification to Contracting Officer Robert Ruska by 10:00 AM Central Time on January 21, 2025. Any firm seeking to demonstrate capability must provide supporting evidence in sufficient detail, including a critical letter from the Original Equipment Manufacturer (OEM) confirming the vendor's authorized distributor status per clause 852.212-71(c). While the government will evaluate any responses received, they maintain sole discretion in determining whether to compete the procurement. The notice explicitly states that telephone requests will not be accepted, and no solicitation documents are available. Responses must be emailed directly to Robert.Ruska@va.gov, with the understanding that the government's determination on competitive procurement remains at its full discretion. The maintenance services are currently in use, and this notice represents a sustainment of an existing service contract.
