Questions asked by vendor:
1. The chiller on Bldg 203 lower rooftop (Arctic Chill M# PACV..) is disconnected and looks to have various components removed. Staff says they can t run it and are planning to replace it. We won t be able to service this chiller. Can we remove this from the scope?
2. Will we be issued keys/card keys for access to the buildings for the days we do the service?
Answers from VA:
1. No, it will not be removed from the scope. That chiller is being replaced as are some others on that list. When it is replaced, it will need to be maintained. This was already stated. This is an evolving contract. Old equipment gets replaced with new (and much easier to maintain) equipment. The list of equipment in the SOW favors the contractor. Bid accordingly. In the future, If we add more equipment than is on the current list, we will need to Mod accordingly.
2. Keys may be checked out from Engineering when needed.

Questions asked by vendor:
1. Shall the price of all needed chiller repairs be included in this contract?
2. Can we break out repairs from this normal maintenance and quote them separately as found? This is what we would prefer
3. Can we walk the site?
4. Section 2.3.2 Clean condenser clean as necessary so if they look OK we do not need to clean, correct?
5. Do you have water access and hoses within reach of each chiller?
Answers from VA:
1. No. The way this is written there is a $ amount set aside for Emergency Services. Once this is exceeded, other methods of procurement would be used. The contractor is not expected to eat any major repairs or replacements under this contract. The contractor is expected to immediately make us aware of any such problems and provide a bid for the corrective actions needed.
2. All repairs, other than what is covered under normal maintenance, shall require a quote and VA approval to proceed (even if we use the emergency services set-aside $.) We want to keep a good accounting of what is breaking and where the tax payers dollars are going.

4. No, that is not correct. The cleanliness of a condenser can only be determined by cleaning it. If crud is still coming out after a typical cleaning, then the contractor is required to perform additional cleaning. This is not an exterior surface cleaning.
5. Yes, for water access, but the contractor is expected to bring their own hose. We have quite a few chillers, and don t keep hoses at each location. (We will facilitate special adapters and extended hose length to some extent, but you won t find that in the SOW.)

This firm-fixed price solicitation is being conducted in accordance with FAR Part 13 Simplified Acquisition Procedures and the corresponding NAICS Code is 811310 Commercial and Industry Machinery and equipment (except automotive and electronic repair & maintenance), Size Standard: $11.0M.
