About this file

This document contains an amendment to a solicitation for chiller preventative maintenance services and the related questions and answers document. The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 21 is seeking these services for five years including a base year and four option years at its facilities located in San Francisco, California. The services include preventative maintenance on chillers following a pre-set schedule as well as emergency services up to a pre-allocated amount, with any additional repairs or replacements to be bid separately. Questions from vendors were answered providing clarification around the inclusion of repairs in pricing, the ability to separately quote repairs found during maintenance, scheduling a site visit, definitions of necessary condenser cleaning, and confirmation of available water supply though requirement for contractors to supply their own hoses.

Brandy Gastinell Contracting Officer Questions asked by vendor:

1. Shall the price of all needed chiller repairs be included in this contract?

2. Can we break out repairs from this normal maintenance and quote them separately as found? This is what we would prefer…

3. Can we walk the site?

4. Section 2.3.2 Clean condenser – clean “as necessary”… so if they look OK we do not need to clean, correct?

5. Do you have water access and hoses within reach of each chiller?

Answers from VA:

1. No. The way this is written there is a $ amount set aside for “Emergency Services.” Once this is exceeded, other methods of procurement would be used. The contractor is not expected to eat any major repairs or replacements under this contract. The contractor is expected to immediately make us aware of any such problems and provide a bid for the corrective actions needed.

2. All repairs, other than what is covered under normal maintenance, shall require a quote and VA approval to proceed (even if we use the emergency services set-aside $.) We want to keep a good accounting of what is breaking and where the tax payers dollars are going.

3. Yes, you may schedule to walk the site. The Point of Contact is Jesse Wommack jesse.wommack@va.gov. Office Phone Number: (415)221-4810 x 26421 Mobile: (415)350-5986

4. No, that is not correct. The cleanliness of a condenser can only be determined by cleaning it. If crud is still coming out after a typical cleaning, then the contractor is required to perform additional cleaning. This is not an exterior surface cleaning.

5. Yes, for water access, but the contractor is expected to bring their own hose. We have quite a few chillers, and don’t keep hoses at each location. (We will facilitate special adapters and extended hose length to some extent, but you won’t find that in the SOW.)
