About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 has issued a Special Notice (ID: 59ebbda52e974e46b7c15e4ed9df18d9) announcing its intent to award a sole source contract to Philips North America LLC (Philips Healthcare). The solicitation is specifically for one Philips Tee Probe - Transducer X8-2T, which will serve as a backup for an existing medical device at the James J. Peters VA Medical Center in Bronx, NY. The medical device is critical for performing transesophageal echocardiograms, which are used to detect complex heart conditions including blood clots, aneurysms, and heart infections. This procurement falls under the Electromedical and Electrotherapeutic Apparatus Manufacturing NAICS category (334510) and the Medical and Surgical Instruments PSC category (6515). The notice was published on March 26, 2025, with a response deadline of April 2, 2025.

The primary objective of this Special Notice is to procure a specific medical device through a sole source procurement mechanism, with Philips North America LLC identified as the intended vendor. While the procurement is structured as a sole source contract, the notice allows for interested parties to submit Expressions of Interest demonstrating comparable capabilities, though the government retains full discretion on whether to compete the procurement. Contractors interested in responding must carefully review the solicitation details and submit their information by the 2:00 PM EST deadline on April 2, 2025. Eligibility appears to be open, but practical requirements include the ability to provide the exact Philips Tee Probe model specified or demonstrate equivalent capabilities. The opportunity is not set aside for any specific type of business, meaning both small and large businesses may potentially participate. The procurement supports critical medical diagnostics within the Veterans Health Administration, specifically enhancing cardiac screening capabilities at the Bronx VA Medical Center.
