About this opportunity
This Special Notice announces the Department of Veterans Affairs' intent to award a sole source contract to Covidien Sales, LLC. The agency requires maintenance and repair services for 115 Medtronic GI Genius machines located throughout the continental United States.
The three-year contract will provide priority on-site service support, preventative maintenance, and repairs to maintain the equipment in peak operating condition. As the original equipment manufacturer, only Covidien can ensure parts and service meet specifications and uphold warranty obligations. Interested parties must identify in writing by September 3, 2022 their capability to satisfy the requirements to the identified points of contact to determine if competitive procedures could be used. This critical equipment must be properly maintained to protect patient safety, so the tasks can only be completed by the OEM.

The Department of Veterans Affairs (VA) intends to issue a sole source contract award to Covidien Sales, LLC., located at 15 Hampshire Street, Mansfield MA 02048, for a period of three years. The contract will be awarded in accordance with FAR 13.106-1(b)(1)(i). The Veterans Health Administration’s (VHA) National Gastroenterology and Hepatology Program Office requires three-year service agreements for the 115 Medtronic GI Genius machines located throughout the continental United States (CONUS) that are about to be acquired. This requirement includes priority on-site service support, preventative maintenance, and repair to maintain the equipment at peak operating conditions. The sole source's circumstance is due to the critical pieces of equipment that must be maintained and repaired to meet all Original Equipment Manufacturer (OEM) specifications. The OEM does not guarantee parts installed by a 3rd party manufacturer or ensure the system's performance if any 3rd party manufacturer parts are installed. Additionally, if any 3rd party equipment is to be installed, it voids any existing warranty and could compromise the system's total performance. If the system does not operate as intended, results could be detrimental to the safety of those which the system is designed to protect. Therefore, the tasks of the proposed contract can only be completed by Covidien Sales, LLC. (Medtronic), the OEM.
This is not a Request for Quote. This is a written notice to inform the public of the Government's intent to award the required services on a sole source basis.
