About this opportunity

The National Oceanic and Atmospheric Administration's (NOAA) Alaska Fisheries Science Center intends to negotiate a sole-source contract with Thermo Fisher Scientific for the procurement of SequalPrep Normalization Plates. These plates are crucial for the center's Genetics Program to perform high-quality, reproducible next-generation sequencing for fish species identification and genetic stock identification. The estimated value of the contract is less than $150,000.

Products and Services:

  1. SequalPrep Normalization Plates
  2. Next-generation sequencing for fish species identification
  3. Genetic stock identification
  4. Testing and validation of normalization plates
  5. Support and maintenance services for the normalization plates.

Notice text

NOAA's NMFS, Alaska Fisheries Science Center intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), Thermo Fisher Scientific.

The Auke Bay Laboratories Genetics Program uses a plethora of next-generation sequencing protocols, including but not limited to environmental DNA (eDNA), Genotyping-in-Thousands by sequencing (GT-seq), and restriction site-associated DNA sequencing (RAD-seq). A critical step in our sequencing process requires a normalization plate to standardize consistent, high-quality DNA yields. This order will procure normalization plates so that we can continue performing high-quality, reproducible next-generation sequencing for fish species identification and genetic stock identification. The Genetics program has compared various normalization plates and only the SequalPrep Normalization Plates produce the high-quality DNA material and yields that are crucial to downstream sequencing for fish species identification and genetic stock identification, which are crucial to our agency’s mission.

Only one source or brand name is reasonably available as detailed below:

After more than a year of extensive testing we have concluded that the only available acceptable and reliable solution for normalization for our purposes is SequalPrep plates. Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

Award for this requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 13. Anticipated value will be under the Simplified acquisition procedures with an estimated value of less than $150,000.00. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No known potential alternate sources exist which could satisfy these requirement.
