About this opportunity

The U.S. Department of Commerce, National Oceanic and Atmospheric Administration intends to award a sole source contract to Biomark, LLC for the purchase of eighteen waterproof Biomark HPR Lite Readers. These devices, used to scan and record ID numbers of tags found on captured sea turtle flippers, are expected to mitigate the issue of seawater corrosion experienced with previous scanners. The contract, with a period of performance from the date of award until 9/31/2023, will be negotiated at a firm fixed price.

***The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southeast Fisheries Science Center (SEFSC) intends to award, on a sole source basis to Biomark, LLC, under the authority of FAR 13.106-1(b)(1), for Eighteen – Biomark HPR Lite Readers which include power supply, comm cable, case, test tag and flash comm cable.

 ***The sole source determination is based on the National Oceanic and Atmospheric Administration’s (NOAA), National Marine Fisheries Services requirement for (18) waterproof Biomark HPR Lite Readers. The devices are used to scan captured sea turtle flippers for tags and record id numbers of tags found. Scanners are issued as standard gear for fisheries observers while deployed aboard commercial fishing vessels. The SEFSC has purchased numerous pit tag scanners over the years and exposure to seawater and corrosion has been a limitation. The new waterproof scanners are expected to mitigate that limitation. The period of performance is date of award - 9/31/2023. 

***The Government intends to negotiate a firm fixed price contract.  This Special Notice of intent is not a request for competitive proposals and no solicitation package is available.  However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for determining whether or not to conduct this procurement on a competitive basis.  Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only The Sexton Corporation has the sole capability of providing the requirement stated above.
