About this file
This document is a single source solicitation notice from the National Oceanic and Atmospheric Administration's National Marine Fisheries Service Southeast Fisheries Science Center. The NOAA intends to award a firm fixed price contract on a sole source basis to Biomark, LLC for eighteen Biomark HPR Lite Readers, including power supplies, communication cables, cases, test tags, and flash communication cables. The devices are waterproof scanners used to scan captured sea turtle flippers for tags and record tag identification numbers. The scanners are standard issue for fisheries observers deployed aboard commercial fishing vessels. The SEFSC has experienced limitations with exposure to seawater and corrosion using previous scanners, and expects the new waterproof scanners will mitigate this issue. The period of performance is from date of award through September 30, 2023. Interested parties have 15 days to submit documentation to dispute the sole source determination.
