PUBLIC NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER

Description


The National Marine Fisheries Service (NMFS) intends to issue a sole source award utilizing Simplified Acquisition Procedures to Tranter, Inc. to refurbish Heat Exchangers for Heat Pumps.


The National Marine Fisheries Service (NMFS) operates the Ted Stevens Marine Research Institute (TSMRI) to conduct fisheries related research throughout the state of Alaska. TSMRI employs a heat pump system to heat the facility, and to provide conditioned water, both heated and cooled, for the marine habitate laboratory. The heat pump system employs two Tranter flat plate heat exchangers. The flat plate heat exchangers have titanium plates compressed between two steel end plates. On one end, nozzles are installed which direct saltwater and a treated ethylene glycol/water mixture through the plates. Two of the four nozzles are titanium for the saltwater, and two are stainless steel for the ethylene glycol/water mix.


When the units were installed, the piping was reversed. The titanium nozzles were used for the ethylene glycol/water mix, and the stainless steel for the saltwater. The stainless nozzles have corroded due to galvanic corrosion because of the exposure to the saltwater. These nozzles must be replaced.


It is our desire that the exchangers be returned to the manufacturer to be refurbished and returned. The manufacture will disassemble and inspect the heat exchangers, make repairs using certified code welders, reassemble, hydro-test, and warrant the units for a full year. Only the manufactures has the components (titanium nozzles and specially formed titanium plates and gaskets) to conduct this repair.


Only one responsible source, Tranter, Inc., can satisfy the supplies and/or services to satisfy the agencies requirements. The supplies and services are specific to existing Tranter equipment and no other type of supplies or services will work for our needs.


This Notice of Intent is not a Request for Quotes. This notice of intent is for information purposes only, therefore, no solicitation will result from this announcement. All sources eligible to provide this supply must respond in writing, response must be supported by clear and convincing evidence to clearly be able to provide services for products outlined above. A request for documentation will not be considered an affirmative response. If no responses are received, within 15 days after publication of this notice, to the effect that comparable products are available, and that it is more advantageous to the Government than obtaining these products through a sole-source contract, then a sole source acquisition award will be made.
