SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), and Auke Bay Laboratories.

2. Description of supplies or services required to meet agency needs (including the estimated value). The Ted Stevens Marine Research Institute employs a heat pump system to heat the facility, and to provide conditioned water, both heated and cooled, for the marine habitat laboratory. The heat pump system employs two Tranter flat plate heat exchangers with titanium and stainless nozzle connections. When the units were installed, the piping was reversed. The stainless nozzles have corroded due to galvanic corrosion because of the exposure to the saltwater. These nozzles must be replaced. It is our desire that the exchangers be returned to the manufacturer to be refurbished and returned. The manufacture will disassemble and inspect the heat exchangers, make repairs using certified code welders, reassemble, hydro-test, and warrant the units for a full year. Only the manufactures has the components (titanium nozzles and specially formed titanium plates and gaskets) to conduct this repair. The estimated cost for this repair is $40,000 FOB Juneau, AK.

3. Identification of the single source or the brand name to be solicited. Tranter, Inc. 1900 Old Burk Hwy, Wichita Falls, TX 76306, (940) 723-7125.

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

· Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. The heat exchangers utilize proprietary titanium plates. We could replace both heat exchangers with compatible units, however, that would be much more costly than repairing the existing units, and would require modification to the piping to accommodate the dimensions of another manufacturer’s heat exchangers.

· Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement. The current system consists of two Tranter flat plate heat exchangers. These consist of titanium plates sandwiched between two steel end plates. One end plate has the piping connections. Two titanium and two stainless steel “nozzles” are installed on that plate which perforate the plate and direct the inlet and outlet water directly to the plates. The stainless nozzles have to be replaced because of corrosion. In order to do this the entire heat exchanger needs to be disassembled. The heat exchanger plates and nozzle assemblies are proprietary designs of Tranter, so must be procured from them. Then the assembly must be reassembled and tested.to meet the original specifications.
