THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.


This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued.


 


Solicitation number M00263-16-T-0022 is issued as a request for quotation (RFQ) using the commercial procedures in accordance with FAR Part 12. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-86-2 and DFARS Publication 20151230.


 


The Regional Contracting Office, Marine Corps Recruit Depot- Parris Island, SC (MCRDPI) intends to solicit and award a Firm Fixed Price Contract for Water Sampling Perform sampling at two locations (influent and effluent) at the power plant, Bldg. 160 to comply with the National Pollutant Discharge Elimination System (NPDES) permit issued by SCDHEC.   Water sampling will be taken aboard MCRDPI.   This solicitation is issued as 100% Small Business Set Aside and the North American Industrial Classification System (NAICS) code for this requirement is 541380 with a size standard of $15,000,000.


 


All applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation


Supplement (DFARS) provisions and clauses are contained in SF 1449 M00263-16-T-0022 attached to this synopsis. Offerors responding to this announcement shall submit their quotes in accordance with


FAR Part 12 and additional instructions, conditions, and notices to offerors provided in the attached Section L of the SF1449. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and its addendum provision.


The basis for award is lowest price technically acceptable (LPTA). The Government award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for the technical acceptability factor as outlined in Section M of the attached SF1449. The successful offeror must have an acceptable past performance rating. Offers shall be ranked in order of lowest price to highest price. The lowest- prices offer shall be evaluated first. If the lowest-prices offer is technically acceptable, no other offers will be evaluated.


Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.  Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.  All other additional contract requirement for this acquisition can be found in the attached SF 1449.


Any/all questions on this RFQ shall be received by this office No later than 8 March 2016 @


11:00 A.M Eastern.
