Statement of Work (SOW)

MARINE CORP RECRUIT DEPOT PARRIS (MCRPDI)

Influent and Effluent Water Sampling

1.

Scope. the National Pollutant Discharge Elimination System (NPDES) permit for non-contact cooling water requires monthly sampling during the winter months (November through May) and weekly sampling during the summer months (June through October).

2.

Certifications. The sampling and analysis must be performed by a laboratory that is certified by the South Carolina Department of Health and Control Environmental Certification (SCDHEC) program. Yearly, the laboratory shall submit a copy of their environmental certification and associated parameter list to Marine Corps Recruit Depot Parris Island (MCRDPI). The laboratory shall also submit its identification number for the Discharge Monitoring Report (DMR).

3.

Tasks.

3.1 General Tasks

· The total number of sample days per year is 27 at the Power Plant (Bldg 160). Two samples will be pulled: one sample from influent location and one sample from effluent location.

· A complete field analysis for pH, temperature, and TRC at the influent and effluent sampling locations shall be completed for all samples.

· Each sampling event shall record the flow from the influent location. The flow is determined by how pumps are operating at the time of the sampling event.

· A sampling schedule shall be submitted yearly by the contractor to the Government Technical Point of Contact for this contract. The final mutually agreed schedule shall be in compliance with regulatory guidance.

3.2 Summer Months Sampling and Testing.

· During the summer months (June through October), the weekly sampling shall be conducted between the following dates:

1st event will be sampled during Day 1-7, 2nd event will be sampled during Day 8-14 (2nd Wednesday), 3rd event will be sampled during Day 15-21, 4th event will be sampled during Day 22-end of month

The weekly sampling must include the 2nd Wednesday of every month. If there is a holiday on the 2nd Wednesday of the month, then a sample shall be collected the next day or when there is a discharge.

3.2 Winter Months Sampling and Testing.

· A sample must be collected the 2nd Wednesday of every month during the winter months (November through May).

3.3 Repeat sampling

· If the results are over the daily maximum, pull additional samples and average the results.

3.4 Testing Results Submission

All data from the samplings shall be submitted via email to Government Technical Point of Contact: Environmental Protection Specialist Ms. Joanna Lake at Bldg 864 MCRDPI after each event. joanna.lake@usmc.mil
